INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE JOB

Working under the direct management of the Protection Team Leader, The GBV Response Officer will be responsible for providing day to day case management and psychosocial support to vulnerable women, including survivors of GBV in Okugu refugee camps. She will also oversee the women’s centers activities including psychosocial and recreational activities, information sessions and skills building activities and supervise community refugee social workers to facilitate services for vulnerable women and girls including survivors of GBV.

 

DUTIES AND RESPONSIBILITIES

1.      Technical Support:

  • Monitor & supervise case management, including capacity building through training, mentorship and on-the-job training of social workers to provide case management.
  • Make sure IEC messages are appropriate for the community and tested before dissemination.
  •  Provide direct mentoring and supervision to SGBV case workers through development of daily and weekly outreach plan.
  • Responsible to manage WFS assistants and all related activities in the center targeting women and adolescent girls.
  • Provide supervision to follow-up of cases by case workers.
  • Mobilize community members to create a protective environment for women and girls and promote their safety and dignity.
  • Participate and lead camp level GBV taskforce meetings and organize case review with case workers.
  • Develop and conduct trainings and workshops for DRC GBV staff, other DRC staff, partner organizations and community members on a variety of issues related to violence against women and girls, access to services, and reducing risk for women and girls.
  • Support adherence to GBV referral protocols
  • Assess gaps in GBV response services in the camp
  • Establish and maintain networks with community leaders women support groups and  service providers to ensure that survivors receive appropriate support from the community.
  • Ensure adherence to DRC data protection protocols and safe storage of intake and other sensitive GBVIMS data.
  • Ensure regular update of GBVIMS and share data according to data sharing protocol.
  • Maintain positive coordination and relationships with partner and other DRC sector staff.
  • Contribute to a positive team spirit among all DRC staff.
  • Develop monthly outreach plan based on case trends and needs of women and girls
  • Ensure trainings and mentorship activities are done in accordance with DRC logistics policy and in a timely manner to ensure the successful implementation of programs
  • Prepare and submit weekly, monthly and 3-month work plans in a timely manner and incorporate manager feedback.
  • Compile monthly report and submit to the Protection specialist by the 28th of every month.
  • Ensure that all relevant financial documentation is completed accurately as required by DRC finance policy.
  • Develop monthly outreach plan with social workers, based on case trends and ongoing needs of women and girls, include strategies to reach women and girls who are more isolated/have special needs.
  • Work in collaboration with Prevention Officer to ensure ongoing needs of women and girls in the camp are being met through prevention-related activities.
  • Collaborate with the GBV Prevention Officer to organize awareness raising events, including mass awareness events and ensure response related topics covered in events.
  • Estimate quarterly program purchase requests according to the field requirements and submit requests on time.
  • Monitor supply and logistical needs of project and ensure adherence to all relevant DRC logistic policies, including management of materials in the warehouse including management of materials in the warehouse.
  • Ensure that all relevant financial documentation is complete and submitted to finance in a timely manner as required by DRC finance policy.
  • Take over any other task designated by the Protection Manager/ Protection specialist, Protection Team leader to ensure proper functioning of the Protection Program.

 

2.      General Management and Support:

  • Manage all Incentive social workers, supporting respectful and positive working relationships which allow for the effective implementation of all DRC Protection activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
  • Undertake daily supervisory, monitoring and support visits to project locations.

3.      Reporting:

 

  • Under the direction of the Protection manager/ specialist or Team leader, support local level reporting for both internal and donor purposes on all Protection related activities. This will include providing weekly reports to the Monitoring, Evaluation and Documentation Officer.

Job Requirements

  • Bachelor’s degree in Psychology, Social Work and Sociology or other relevant field from a recognized institution
  • Minimum 4 years of experience of in an entry to mid to level position inclusive of concrete experience in SGBV case management for atleast 2 years preferably with experience in the NGO field.
  • Knowledge and experience of facilitating trainings
  • Familiarity with using GBVIMS.
  • Commitment to learning and implementing organizational policies and procedures.
  • Full proficiency in Microsoft Office.
