SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:

Data Use Partnership Workstream 1: Enhancing National and Regional HIS Capacity, funded by the Bill & Melinda Gates Foundation and implemented by JSI Research & Training Institute Inc., aims to support the MOH and RHBs coordinate with HIS stakeholders to implement the HIS strategy of Ethiopia’s Health Sector.

Stationed in the South Ethiopia and South West Ethiopia RHBs, the consultant will act as a point of regional contact for the project, plan and technically support the RHBs in the implementation of data use, digitization and HIS governance efforts. S/he should be vibrant enough to understand HIS in its broader scope, design and implement interventions, mentor departments and build capacity and provide. Under the supervision and guidance of the Regional Cluster Lead, the consultants will be responsible to assist the RHB implement Information Revolution (IR) and strengthen the health information system of the region.

This consultancy is for a period of 3 months with possible extension of additional three months.

Number of positions:      Two (One for South Ethiopia, duty station being at Jinka embedded at the RHB office and the other South West    Ethiopia Region, the assignment location being at Tercha embedded at the RHB office

Roles and Responsibilities include:

The Consultant is responsible for the timely submission of the following deliverables:

  • Support monitoring of the IR woreda implementation
  • Support analysis of the IR status of health institutions using the available IR report in DHIS2
  • Support HIS annual review meeting
  • Support the preparation process (agenda setting, data analysis, report preparation) and preparation of proceeding and action plan of the meeting
  • Strengthen Private the HMIS of the private health facilities
  • Support analysis of the reporting status the Private health facility by type of facility – [Hospitals, Specialty, Medium clinics and less] and actions for improvement
  • Support efforts to improve data quality
  • Support RDQA data collection, analysis (including trend analysis), write-up and action plan preparation
  • Support the identification of data quality gap such as outlier analysis and support improvement initiative
  • Support monthly and EFY 2106 data quality analysis and feedback
  • Support Digital health efforts
  • Support cascading of DHIS V40 training and other efforts as possible
  • Support HIS Governance
  • Support the finalization and endorsement of the HIS governance frameworks
  • Support revitalization and one round meeting of at least one of the HIS coordination platform
  • Support the health data week
  • Support Data use efforts
  • Support regional level PMT, documentation and follow up of action items at least once in three months
  • Support department/directorate level PMT of at least two departments and documentation and follow up of action items at least once each in three months
  • Support Woreda-based annual planning of EFY 2017 (One round of training)
  • Create/update DHIS2 dashboard for regional level
  • Support gender disaggregated analysis of selected HMIS indicators, prepare report and generate insights for action.

Job Requirements

Education

  • A Master’s Degree in Public Health, Health Informatics or Related field

Language Proficiency

  • Excellent written and verbal communication skills  in English, Amharaic and language spoken in the region  

Experience

  • Minimum 5 years of progressive experience in the Ethiopian health management information systems, Monitoring and Evaluation, data visualization, analytics experience
  • Comprehensive knowledge of the Ethiopian HMIS: Data quality, data use, digital health and HIS governance
  • Previous national or regional level HMIS related support is an asset

  • Self-motivated, honest, highly responsible, and punctual.
  • Ability to work both independently and as part of a team.
  • Experience with Microsoft Office packages (Word, Excel, PowerPoint) and eHMIS (DHIS 2, eCHIS, MFR, SPSS, EPI Info……etc.
  • Ability to maintain confidentiality of company information
