Job Description

I.  JOB SUMMARY:

The position holder directly reports to the Project Coordinator and will lead the SPIR II Learning, Design and Measurement (LDM) activities as required, as well as manage implementation of the project M&E plans both at the head office and the respective field offices. S/he will also ensure the compatibility/integration of the SPIR II M&E system with CARE’s systems and strategic direction through PQL unit and network with the SPIR II Consortium (World Vision), and other implementing and learning partners to enhance collaboration, adaptation, and learning. Closely works with the CARE field office LDM Mangers and jointly supervises SPIR II M&E Officers and M&E specialist at the field offices of the portfolio and provides technical backstopping, organizing trainings. The incumbent adapts and rolls out the SPIR II M&E plan from the Consortium and ensures regular updates to the Indicator Performance Tracking Table (IPTT) including key Feed the Futures indicators.

Due to the growing demand from CARE USA and Program Quality and Learning (PQL) with CET, the Sr. LDM manager is also responsible for implementation of tasks given by CUSA & PQL and delivery of the required deliverables with high quality and the meeting the CoB. S/he is responsible to oversee CARE’s Feedback and Accountability Mechanisms (FAM) work on and timely deliver the required deliverable(s), update PMIS as per the direction of the PQL and CARE for the project. In addition, s/he will be accountable for providing technical support & technical management of the field office-based M&E staff, technical support to the project technical staff, management of the HO based M&E staff, and collaborating with the project partners on the respective portfolios.

II. Responsibilities

Job Responsibility #1:  Planning/ Design, Monitoring, Evaluation and Reporting (25%)

  • Participate in project design processes and lead in the development of corresponding result frameworks and M&E plans for each project and oversees the harmonization of M&E guidelines with the Field offices and the SPIR II Consortium.
  • Participate in the development/refinement of M&E tools (inclusive of impact measurement).
  • Ensure that detailed the project detailed implementation plan (DIP) breakdown by the field offices/woredas and M&E plans are prepared, shared and endorsed for action.
  • Facilitate both external and internal evaluations as per the given guidance from the consortium.
  • Ensure quality data consolidation and preparation of quarterly and annual donor & partner gov’t (periodic) reports to be submitted to the donor and the Government at the regional level
  • Facilitate project final evaluation as per the guidance given by the consortium.
  • Review project evaluation reports, compile and share lessons for future project and program design.
  • Participate in reviewing and validating final evaluation results conducted by external evaluators/the donor.
  • Systematically align and integrate some of the CARE organizational indicators of food and nutrition security, Gender, resilience, and humanitarian assistance with the SPIR II outcome/change indicators
  • Prepare and implement learning frameworks together with consortium members and other stakeholders.
  • Document, present, share and support publication of learning outcomes from SPIR II implementation.

Job Responsibility #2:  Information Management (15%)

  • Develop and maintain M&E management information system (MIS) for the project.
  • Ensure the timely collection, analysis and utilization of project related information, including early warning information working closely with the liaison, reporting and information officer.
  • Lead and guide the streamlining of paper- based and electronic (MIS) reporting system including formats and systematize information flows.
  • Oversee proper functioning/regular maintenance of project LDM information using appropriate database management system and makes accessible to staff and other stakeholders at CO level.
  • Work with senior planning and technical manager and the SPIR II program coordinator and DCOP to promote learning within the project.
  • Ensure timely provision of data related requests to Global Program Indicators for PIIRS, liaising directly with Impact Measurement Advisor in PQL
  • Coordinate with PQL and other LDM staff in the CO in developing and periodically reviewing LDM guidelines and ensure their applications in measuring program/project performance.

Job Responsibility #3: Program and Data Quality assurance (25 %)

  • Develop strategies to improve project data quality and ensure implementation of strategies to improve the data quality.
  • Ensure the collection, coalition, and submission of quality project data by FO always includes the submission of quality data to the donor.
  • Ensure LDM activities are in line with CARE LDM principles, protocols and standards.
  • Set mechanisms to track impact and align with CO strategy impact groups.

Job Responsibility #4:  Learning, sharing/networking (20%)

  • Support and develop reflective practice learning forums.
  • Participate in formulating impact measurement strategies and guidance that will be led by the consortium.
  • Formulate strategies to work with other partners and consortium to support efforts to measure the impact and document lessons learned and best practices.
  • Link the country office with partners on issues related to LDM.
  • Lead the SPIR II CARE KLM activities including planning, implementation, and timely reporting to the respective actors.
  • Ensure updating of SPIR II related documents and proper documentation.
  • As needed network with all SPIR II implementation and learning partners with aim to share experiences and lessons.
  • Work with the SPIR II Technical Team to improve the usability of program data at various levels, including qualitative data and case stories
  • Improve data visualization through updates/revisions and targeted reports/presentations oriented to support management decisions and program adaptations.
  • Regularly share information, discussion with M&E officers and M&E specialist as their learning and growth

Job Responsibility #5: Staff management (10%)

  • Provide proper supervision and management for all direct reportee/s and the FO based M&E staff.
  • Complete all performance management activities including job descriptions, performance planning, monitoring, mid and annual performance appraisals of staff under her/ his supervision.
  • Ensure proper implementation of CARE’s performance management system for direct reportee/s, including and development of annual performance objective, regular feedback, mid-term reviews and annual performance appraisals.
  • Proactively address performance issues through regular, constructive and honest feedback and coaching.
  • Identify necessary staff talent development, career development and succession planning strategies for direct reportee/s.
  • Supervise, mentor and coach other LDM staff in Field Office associated with SPIR II projects.
  • Strengthen capacity of LDM staff and ensure the quality of LDM strategies, methodologies and activities across projects and the wider portfolio.
  • Strengthen capacity of CARE and partner staff in LDM related activities
  • Advise and lead LDM processes related to improved analysis and subsequent decision making.

Job Responsibility #6: Other (5%)

  • Perform other duties as assigned.

II. Qualifications

A) Education/Training

  • Educational level required: MSc/MA Degree in Development Economics, Development management, MIS, Development Studies, statistics, and other related fields.
  • Promotes the vision, mission, and strategic objectives of CARE.

B) Experience

  • 6 and above years demonstrated & intensive work experience preferably on USAID funded resilience food security, livelihood, health & nutrition or NRM/DRR focused projects.
  • M&E task management or similar experiences at INGO on Designing, Monitoring and Evaluation (DME) for integrated development programs/projects.
  • Data analysis, interpretation, and reporting experience
  • Proven experience on quality data management of a complex and large program and development of periodic donor deliverables preferable USAID projects.
  • Proven experience in managing subordinates and providing technical support to M&E staff who are based and work at different locations.
  • At least 1 year of management experience.

Desired:

  • Previous work experience on PSNP, food security program, DFSA, agriculture extension and gender sensitive M&E, analytical research is a plus.
  • Experience on USAID M&E tools including IPRS, IPPTT, M&E tools, and reporting requirements.
  • Excellent English writing skills

Advantageous if the candidate has:

  • Exposure to meet short deadlines and working under stress.
  • Exposure to work with a large & diversified project staff who may have different backgrounds.
  • Can speak/hear Afan-Oromo

C)          Technical Skills

Required:

  • Demonstrated skills and experience in participatory deigning, monitoring, evaluation, strategic planning community participation and ownership, development theory, Participatory Rural Appraisal tools, participatory learning, data gathering, data triangulation and collection and use of both qualitative and quantitative data management.
  • Demonstrated skill and experiences in designing and implementing quantitative and qualitative research.
  • Data analysis and report writing skills.
  • Experience and skills in using data analysis programs (such as SPSS, STATA, EViews) for data entry, analysts, and reporting and planning and implementation of M&E systems.
  • Experience in program effectiveness and learning.
  • Effective presenter and communicator
  • Have an experience of working on USAID funded food security/Livelihood Resilience and PSNP.
  • Experience in managing the M&E activities of a complex program.
  • Donor report writing skill, self-starter and creative is an asset.
  • Super user of MS Office products, particularly Access, Excel, or other databases and, graphic presentation and financial spreadsheet programs and Word.
  • Commitment to the mission and core values of CARE.
  • Organized, self-directed, and ambitious to use program data into learning and adaptive management

IV. Contacts/Key Relationships:

The incumbent is expected to establish and maintain good relations with all staff in consortium partner organizations and at all levels. S/he will also be expected to have productive and professional relations with various technical and operation staffs.

V. Working Conditions and Level of Travel Required.

This position will be based at the CARE office in Addis Ababa, with 30% of his/her time for travel to project operational areas in East and West Hararghe Zones of Oromia Region.
