Job Summary:

As a member of the Emergency project team, the emergency officer will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. The candidate’s thorough and service-oriented approach is expected to ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. And also provide guidance and coaching for staffs under his supervision.

Job Responsibilities:

·         Provide technical guidance for CRS shelter programing.

·         Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

·         Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.

·         Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.

·         Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.

·         Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

·         Offer different shelter related training for CRS’s staff partners and beneficiaries.

·         Conduct shelter related assessments for the unit and for other CRS’s programs when requested.

·         Participate on cluster and sub nation shelter NFI cluster coordination forms.

·         Provide input during proposal development in area of shelter and settlement.

·         Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.

Partnerships

·         Conduct regular visits to support implementing partners

·         Ensure timely technical support is provided to partners to respond to the capacity gaps identified during visits.

·         Establish a working relationship that fosters dialogue with the partners and in which partners contact the PM when issues or questions arise.

·         Inform supervisor when issues arise with a solution focused approach and take the lead in ensuring the resolution of those issues in a timely manner.

·         Ensure field trip reports to support the partners contain detailed information about the results of the trip and planned next steps

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

·         MA/MSC or BA/BSC Degree in construction Studies, architectural engineer studies, or related field of study

·         2 years relevant experience for MA or 4 years relevant experience for BA degree including at least 2 years of experience related to shelter and settlement.

·         Experience in Auto cad, Aric CAD is mandatory

·         Experience monitoring projects and collecting relevant data preferred

·         Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

 Personal Skills

·         Observation, active listening and analysis skills with ability to make sound judgment

·         Good relationship management skills and the ability to work closely with local partners and community members

  • Attention to details, accuracy and timeliness in executing assigned responsibilities
  • Proactive, results-oriented and service-oriented


Required/Desired Foreign Language English and Tigrigna is advantage

Travel Required (75% field travel when there is a demand)

 Key Working Relationships:

Supervisory: No supervisory role

Internal: PMs, Finance, HR and admin units

External:  Woreda and Zonal respective government offices, sub cluster coordinators, Humanitarian agencies implementing shelter projects
