The Senior Technical Advisor, Pre-Service Education (PSE) will provide technical leadership, oversight, and strategic direction over activities to improve the competency of the health workforce under an upcoming project in Ethiopia. The project aims to address critical human resource challenges in Ethiopia’s health sector. The project will operate over a five-year period. The Sr. Advisor will work with relevant institutions and associations to ensure that both training institutions and individual health care workers meet and maintain quality standards by identifying and addressing gaps and build sustainable capacity to maintain standards. This includes collaborating with relevant associations and institutions to strengthen systems to improve and institutionalize quality of PSE, in service training (IST), national accreditation standards and continuing professional development (CPD). The Sr. Advisor should be versed in gender and health workforce issues and reinforce gender equity in PSE approaches and efforts. The Advisor will provide technical support to Higher Education Relevance and Quality Agency (HERQA), Education Development Centers in respective universities and colleges to ensure there is capacity to perform Internal Quality Assurance, and provide targeted support to build capacity of relevant parties as needed. This position is contingent award by the donor.

  • Provide technical assistance to and build capacity of professional associations, universities, and other local collaborators in areas of PSE and CPD
  • Oversee the strategic planning of activities in support of the projects goals and objectives, including the determination of priorities and appropriate technical initiatives
  • Collaborate with training institutions and provide technical assistance to expand use of competency based curriculum for primary health cadres and adopting evidence-based teaching-learning approaches
  • Strengthen national accreditation standards and build capacity of PSE institutions to meet national standards
  • Institutionalize educational QI systems in higher education institutions, including supporting development of QA/QI plans, providing targeted support to implement, and building ongoing system for self-assessment of quality
  • Build clinical and management capacity of faculty at training institutions and practicum sites to meet quality standards and support development of quality guidelines for preceptors
  • Support institutionalizing National Licensing Exams for priority healthcare cadres in collaboration with local professional organizations
  • Provide systems recommendations regarding improved student selection and recruitment, health professions regulation and gender integration
  • Provide recommendations for best practices in development of in-service training courses, and CPD systems and the link to licensure and registration
  • Work closely with the field- and Baltimore- based Jhpiego staff to set program priorities in the area of PSE and to respond to challenges
  • Identify programmatic successes, challenges and lessons learned, ensure appropriate flow of information to inform project adaptations, and disseminate best practices and new technical strategies
  • Participate in the development of work plans, project papers, and other technical reports
  • Represent Jhpiego in professional fora through meetings, conferences, presentations, and publications
  • At least 5 years Health Teaching or Training Experience preferred
  • At least 7 years demonstrated experience on PSE quality improvement or related programs in USG or other internationally funded programs required
  • Masters in Public Health, Health Professions Educations or related areas,
  • Deep understanding and knowledge of the Ethiopian human resources for health system
  • Excellent communication skills, critical thinking and analysis skills
  • Excellent verbal, written interpersonal and presentation skills in English and Amharic
  • Experience in quality improvement approaches, educational regulation and systems preferred
  • Experience in health workforce gender equity issues and gender responsive pedagogy preferred
  • Expertise in PSE interventions, CPD through use of a variety of training approaches and instructional design
  • Knowledge of strategic planning, training program development, implementation, and monitoring and evaluation
