The Senior VAWG Officer is a key team member of International Medical Corps and will oversee the overall day-to-day prevention and response interventions, including case management/psychosocial support, community mobilization for Violence Against Women and Girls (VAWG) prevention, capacity building and coordination with other sectors and actors in the IDP sites/camps in Ethiopia. Under the direct supervision of Field VAWG Program manager, the Senior VAWG Officer will supervise VAWG response officer and VAWG prevention officer. The senior VAWG officer will provide ongoing supervision, mentoring/coaching for team members to ensure that the goals and objectives of the program are met in a timely and effective manner, that the approach to program implementation is participatory, that team members receive appropriate support and that a positive team spirit is fostered encouraging innovative and quality programming.
MAIN TASKS AND RESPONSIBILITIES

Primary Responsibilities

  • Coordinate and monitor the overall implementation of VAWG program activities in the IDP site based on established indicators, including collecting, and analyzing data and information for reporting.
  • Supervise and support the day-to-day activities including case management/psychosocial support, follow-up and advocacy to meet beneficiaries’ needs, community mobilization to prevent VAWG risks, build community capacity to prevent and respond to VAWG incidents;
  • Provide on-going direct supervision to VAWG staff, including assisting in the development of individual work plans for VAWG staff.
  • Develop and monitor program plans, including activity, procurement, and spending – related to VAWG prevention and response activities.
  • Ensure safe and ethical VAWG data collection and sharing based on agreed procedures and protocols.
  • Conduct regular meetings with team members and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified.
  • Ensure timely submission of activity reports on weekly, monthly and quarterly basis and ensure proper filing;
  • Assist in the recruitment and training of VAWG staff and community volunteers.
  • With support from International Medical Corps, conduct staff performance evaluations for all VAWG staff in the woreda in a timely manner;
  • Work with HR to ensure accuracy of all VAWG program job descriptions for staff and their responsibilities.
  • In collaboration with VAWG program manager, design and monitor capacity building strategies for all VAWG staff in the operation.
  • Ensure staff support and debriefing processes are in place, and that staff safety planning is conducted and regularly updated.
  • Develop, implement, and promote effective team communication techniques and systems, including regular senior staff meetings.
  • Develop and maintain effective working relationships with all relevant stakeholders including government bodies, UNHCR, UNFPA, UNICEF, other partners and community members in the emergency operation.
  • Mobilize stakeholders to participate in VAWG coordination and risks mitigation meetings.
  • Collaborate with other International Medical Corps sectors and operations personnel to ensure that the program is properly supported and that all project-related operational activities are conducted according to International Medical Corps HR, Logistics, Finance and other policies and procedures.
  • In collaboration with the VAWG program manager, promote and represent the interests of the VAWG program with regards to all relevant stakeholders.

About You

Knowledge, Skills, and Abilities:

  • Bachelor’s degree/ Masters in sociology, social work, public health or Maternal And Newborn Health or related experience and a minimum of four years’ experience for bachelor’s degree and three years for postgraduates. Applicants who have worked in emergency settings or refugee/IDP crises for at least three years’ experience with a capacity of team leader or supervisory role are encouraged to apply.
  • Background in VAWG, and/or Protection.
  • Experience in providing training.
  • Experience working with communities through community entry, mobilization, and dialogue.
  • Previous experience living in a hardship environment.
  • Fluency in English is required.
  • Language ability in local language is strongly preferred.
  • Comfort in living and working in areas where assigned, including daily work in IDP sites.
