About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
Job Summary
Under the direction and supervision of the GRC supported projects Coordinator, the Sr. Planning, Monitoring, Evaluation & Reporting Officer conducts periodic baseline survey, environmental scanning that enable the Society to define underlying  assumptions and develop input database for planning, monitoring and evaluation activities; undertakes SWOT analysis on the data drawn through environmental assessment and formulates input data for crafting strategic, medium-term and short-term plans; conducts performance data gathering and consolidation, evaluation against plan, performance variance analysis and recommends remedial actions; evaluates the implementation progress of the German red cross supported projects against plans and commitments concluded with the donor; compiles and prepares monthly, quarterly and annual project progress narrative reports.
KEY PERFORMANCE AREAS
  • Develops and reviews monitoring and recording tools to trace progress; orients users on monitoring and evaluation tools;
  • Streamlines reporting mechanisms to internal and external users to in a way that enhances clarity, accountability and transparency;
  • Design a robust monitoring and evaluation (M&E) system for data collection, analysis and reporting, including reviewing log frame and indicators, developing M&E and data collection tools and plans
  •  Develop and implement a monitoring and evaluation system that will ensure tracking of project results at different levels (outputs, outcomes and impact)
  •  Develop M&E plans and Indicator Tracking Tables (ITT) of the projects and ensure the same is followed up during implementation
  •  Design Terms of References for baseline, mid-term and final evaluations based on available data, donor and ERCS requirements and actively engage in and facilitate the execution of same.
  • Provide technical guidance to project teams with planning the design and implementation of baseline/end line and other data requirements to support program analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of project progresses.
  • Lead and conduct needs assessment and development of project proposals.
  • Build the capacity of project staff in the area of M&E. Work closely with the project field team to ensure all team members are aware of, feel ownership, and take responsibility over the M&E goals, requirements and tools. Support and follow the direct involvement of all team members in the implementation of the M&E system.
  • Organize and lead knowledge and learning events/workshops as required/agreed including bi-annual and annual review meetings
  • Ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability according to ERCS policy.
  • Compiling and sharing weekly updates, project monthly management reports, quarterly, bi-annual, annual, final and other needs-based program /project progress report.
  • Share learnings and provide constructive comments to colleagues in order to ensure programme quality.
  • Lead and ensure the use of data collection and analysis systems such as Kobo Collect,
  • Conduct the post distribution monitoring (PDM) surveys after each rounds of cash or in kind distribution.
  • Record and disseminate best practices of the project, beneficiary testimony and project achievements with best quality pictures and video

Job Requirements

Qualification Requirements:
  •  Second/First Degree in Economics, Management, Statistics, Agricultural economics, Development Studies, Regional Local and Development Studies,
  • 6/8 year work experience on humanitarian and development projects’ monitoring and evaluation
  •  Knowledge, Training and experience on Mobile & remote Data Collection systems such as Kobo Toolbox is mandatory.
Trainings and Skills
  •  Training such as ODK, Magpi, Commacare – Training on Microsoft Office package especially advanced skill on Microsoft Excel;
  • Training on Project/Program Planning, Monitoring and Evaluation
  • Training on Community Engagement and Accountability
  • Training on Project Management;
  • Training on Analytical tools such as SPSS, Stata;
  •  Experience in Cash and Voucher assistance, cash for shelter, livelihoods and WaSH is preferred.
  • Basic knowledge of CHS Accountability Standards and Humanitarian principles including the Code of Conduct, Protection, Age and Disability Inclusion in Humanitarian activities.
  • Creative and able to work with limited resources.
  •  Ability to work independently with minimal or no supervision.
  • Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports.
