Background

The works of Human Rights focused civil society organizations (CSOs) suffered as direct targets of much domineering legislative, institutional and political measures taken by the government for the past many years, especially before 2018 in Ethiopia. With the vision of creating a platform for strong and vibrant human rights CSOs for the realization of human rights and democratic values in Ethiopia, an engagement with Human Rights CSOs started in 2015and Consortium of Ethiopian Human Rights Organizations (CEHRO) was registered on the 16th of March 2018 (re-registered as per 1113/2019 with registration number 3932). Currently, CEHRO has 17 active CSO members from regions of the country. From its establishment, CEHRO is determined and working to the advancement of human rights protection in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch well-articulated and evidence based advocacy to expand the space for human rights CSOs and continue engagement with stakeholders as well as building the capacity of both the old and new human rights CSOs, to ensure effective human rights and democratic governance works.

The standing committees of the HoPR are the principal apparatus of the HoPR envisaged with mandates including supervising and investigating government bodies assigned to them, receive various complaints; conduct, study and supervise the effective implementation of national policies, strategies and programs. As a principal organ to consider and recommend actions, and propose policies in the functional areas under their jurisdictions, the committees are critical actors to ensure accountability and transparency of all the federal government officials and primary stakeholders to monitor the implementation of the laws and policies enacted by the HoPR. A change of institutional and personal cultures and attitudes is highly required to bring any progressiveness to the implementation of any reforms. The standing committees therefore should have societal mindsets and leadership skill to adapt, cooperate and respond appropriately for the implementation of reformed laws, policies and practices. Accordingly, CHERO recognizes building the capacity of Standing Committee Members of the Parliament and State Council on leadership skill, progressive thinking, and a new outlook and perspective to effectively use their law-making and oversight mandates and constructively engage with CSOs as well as other key stakeholders. Most importantly, building the capacities of constitutionally mandated democratic Institutions to ensure their independence and ability to play a critical role in advocating greater human rights protection, monitoring abuses, and increasing public awareness of human rights issues is vital. Hence, CEHRO in collaboration with Feteh (Justice) Activity- USAID is planning to conduct capacity Building training for Standing committee members of the parliament and state councils with the aim of building awareness and knowledge to better perform their roles as a rule of law stakeholder, and enhance their leadership and mindset skills to effectively exercise their mandate. To this end, CEHRO invites competent consultant/s to implement the assignment on Capacity Building Training to HoPR; on Leadership skill, Mindset skill and Progressive Thinking to exercise their mandate.

Objective

The main objective of this training is to identify and improve shortcomings in the execution of HoPR mandates, challenge and support models for better mental mindsets, and develop effective leadership skills to effectively exercise their lawmaking and oversight mandates.

Scope of the work

The scope of this call is to conduct Interactive Adult training. The consultant should cover but not limited to the following topics:

Develop Leadership training content for participants:

  • Agenda of the training program
  • Key learning points of the program
  • A brief paragraph on the essence of this training.

Develop learning/training materials for the participants:

  • Develop learning materials for the participants in a workbook/manual form containing important topics/tools
  • Develop and submit soft copy learning/training manual
  • Develop facilitator guide (session outline should include: key topics, key messages, methodology, materials, time durations)

Conduct 2 days training for 25 standing members of HoPR and state councils covering topics on leadership, leadership and Authority, Decision-making, Mindset, Progressive Thinking, Effective Communication, Problem diagnosing and solving, Experience sharing of other countries etc.

Timeframe

The consultant is expected to give the training on two rounds first round in July, 2022And second Round in August, 2022

Job Requirements

Applicant Qualification

  • Providing training to the highest authority requires a high level technical and professional expertise and proven experiences. For this training we require two expertise (Lead & co-trainers)
  • The Individual Consultant/s/firms interested in this work is required to have the following qualifications.

Lead Trainer

  • Master degree in Leadership and management or related fields,
  • A minimum of 7 years of experience in having practical experience on organizing leadership training program.
  • Have proven work experience with government agencies and CSOs
  • Proven experience of providing training and excellent communication skills.
  • Excellent knowledge and understanding of legal, socio-economic, political and cultural context of Ethiopia.
  • Prior work experience and exposure with international training.

Co-Trainer

  • Degree in Leadership and management or related fields,
  • A minimum of 5 years of experience in having practical experience on organizing leadership training program,
  • Have Proven work experience with government agencies,
  • Proven experience of providing training and excellent communication skills,
  • Experience in co-facilitating and co-creating such trainings,

CEHRO invites technical and financial proposals from qualified consultant to implement the assignment. The proposals should include detailed methodology, a cover letter/motivation letter explaining why you are the most suitable for the work, and a detailed budget.
