About the Job

  1. Introduction and Context 

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Organization with Certificate no. 0321 under the Proc. No. 1113/2019.

ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

With the support of The Leprosy Mission International Ethiopia (TLMI-E), Ethiopian Center for Disability and Development (ECDD) is currently implementing a consortium project entitled “We are Able!”  in four Wordas of East Hararghe Zone in Oromia National Regional State, Dire Dawa city administration, Harari regional state and three sub cities of Addis Ababa city administrations. The project was designed with the objective   of strengthening Civil Society Organizations (CSOs) and Organizations for Persons with Disabilities (OPDs) in their lobby and advocacy for sustainable and inclusive access to basic resources, contributing to improved food security.

Thus, ECDD is looking for competent consultant to develop a disability inclusion guideline/checklist for the food security programs of the government which contributes the inclusion of persons with disabilities and establish efficient systems of accountability.

 

 

 

  1. Objectives of the Assignments

2.1 The purpose of this consultancy assignment is to develop a Disability Inclusion Guideline/Checklist for the food security programs of the Government through participatory approach and guide the establishment of efficient system of accountability.

  1. Duties and Responsibilities of the Consultant

The Consultant will:

  1. . Undertake a desk review on existing policies and guidelines of the government in the areas of food security and identify gaps in disability inclusion
    1. . Undertake desk review on existing policies, legal frameworks and practices pertaining to disability inclusive food security programs at global and regional level
    2.  Facilitate discussion on a Workshop to be organized for key stakeholders on policies, legal frameworks and practices of disability inclusion in food security programs and solicit inputs. This includes making presentation on disability inclusive food security and preparation of guiding discussion agendas for participants of the workshop.
    3. .  Develop contextualized disability inclusion guideline and checklist for food security programs in Ethiopia based on the input from desk review and discussions on the workshop. The guideline should cover the following but not limited to:
  • Inclusion of PWDs in the assessment and monitoring tools and processes
  • Identifying and addressing barriers to access and participate in food security (physical, informational, attitudinal and policy)
  • Designing inclusive facilities and services for food security and livelihoods
  • Inclusive targeting criteria
  • Accessible distribution mechanisms
  • Inclusive feedback mechanism
  • Accessible information
  • Accessible and inclusive livelihood opportunities
  • Community sensitization
  • Building the capacities of PWDs and OPDs on Coping Strategies and Resilience
  • Increasing the decision-making role of PWDs and OPDs in food security

Ensure that the guideline and/or checklist will support the establishment of efficient system of accountability that enables the inclusion of persons with disabilities in food security programs.

  1.  Present the disability inclusion guideline and checklist on a familiarization/validation workshop where all the concerned stakeholders participate.

About You

  1. Consultant Profile and Expertise

Professional consultant who fulfils the following competencies/skills and capacities are eligible to apply for this short-term consultancy service. 

  1.  Masters-level degree in food security, economics, disability studies, special need, human rights or similar fields.
    1.  Profound knowledge and experience on disability and disability inclusion strategies in food security program of the government.
    2.  Proven experience in designing and developing inclusive food security guidelines/checklists related to persons with disabilities, along with its way forwards for inclusive livelihoods.
    3.  At least five years’ proven experience as a consultant in the specified area.
    4.  Excellent communication and writing skills in English
    5.  Knowledge of persons with disabilities including disability rights, entitlements to basic resources and access to inclusive food security programs.

 

  1. Target groups
    1. Organizations of Persons with Disabilities (OPDs).
    2.  Stakeholders from government sectors including Food Security Agency, Ministry of Women and Social Affairs and Regional Bureaus of Labor and Social Affairs, Ministry of Labor and Skills and Regional Job Creation Bureaus, etc.,
    3.  Public and private food security project implementers and CSOs.
    4.  Local and international partners
    5.  Stakeholders who are involved in the area of disability-inclusive livelihood programs.
  2. Duration of the Assignment

The assignment will be implemented within one month starting from the signing of a contract document. Payment shall be made upon submission of deliverables as per the following millstones, and approval of the same by the ECDD.
