Background

The Network of Ethiopian Women Associations (NEWA) is a pioneer, national coalition of women associations that has been operating for the last two decades to realize gender equality and women empowerment in Ethiopia, by creating a synergy of efforts among women associations and structures. It was established in 2003 and reregistered with certificate number 1481. The network strives to ensure the interests of women are factored into the national plans and policies and to see women’s social, economic, political, and legal entitlements realized at all levels as enshrined in the national and international instruments.  Currently, NEWA has 37 member associations and organizations that endeavor to ensure the interests of Ethiopian women.

Equipped with the mission of promoting gender equality and enhancing the economic, social, political, and legal empowerment of women and girls in Ethiopia, by strengthening synergy among its constituents, enabling joint effort of all actors, and ensuring accountability towards the protection of women’s rights. NEWA has been undertaking various programs/projects in this regard due to its commitment to transform and sustain the efforts towards improving women’s lives and status in Ethiopia; and envisions seeing an Ethiopian society where gender equality is realized. To enhance women’s political participation, NEWA has organized various capacity-building trainings and workshops for women’s political candidates and political party leaders, launched civic education with CSOs, women’s associations, and university students lobbied for the amendment of electoral legal provisions in relation to women candidates, and launched media campaigns to change the societal attitude towards women in leadership.

Currently, NEWA is executing a project funded by Political Parties of Finland for Democracy- Demo Finland entitled “Supporting Women Political Participation in Ethiopia”. This project has been implemented in Oromia, Benshangul Gumuz Regional States, and Addis Ababa (with national political parties). It envisions a world where everyone has the opportunity to equally participate in democratic decision-making. To achieve this, Demo Finland together with NEWA works to strengthen inclusive multi-party democracy in Ethiopia with the following long-term and intermediate outcomes.

Long-term outcome: Women participate actively in political parties and leadership both at the National level (HoPR) and in the targeted regions (Benishangul-Gumuz and Oromia)

Intermediate outcome 1: Elected women take measures to influence HoPR/Regional Councils’ decisions

Intermediate outcome 2: Female political party members have the ability and willingness to make gender equality practices a policy issue within their political parties

Intermediate outcome 3: Women with Disabilities start to engage in the local decision-making process and present and amplify their voices

Therefore, this assignment is given to shed some light on the stated long-term and intermediate outcomes of the project. Accordingly, NEWA is looking to engage a consultant to prepare training material on “Social Norms, and Political Culture that Hinders the Political Participation of Women in Ethiopia” and providing two days training in each project areas with the following objectives:

  2. Scope of Work the Assignment

The overall purpose of the assignment is to produce a trainers of training manual and work book for trainees that will be used to train women political party representatives on Social Norms, and Political Culture of Ethiopia. Then, after preparing the training material provide and facilitate two days training in each project area (Addis Ababa, Oromia and Benshangul Gumuz).

Women’s full and effective political participation is a matter of human rights, inclusive growth and sustainable development. Women’s political participation has been recognized internationally as an important measure of the status of women in any particular country. Hence, in recent years, women’s participation in politics and decision-making has received significant attention across the world.

However, women remain seriously underrepresented in decision-making positions. The active participation of women, on equal terms with men, at all levels of decision-making and political involvement is essential to the achievement of equality, sustainable development, peace and democracy and the inclusion of their perspectives and experiences into the decision-making processes. As many literatures indicated Women’s Political Participation in Ethiopia challenged by socio cultural factors, religious factors, gender role- patriarchy. So as one actor which contributes in this areas NEWA with the support of Demo Finland planned to undertake this assignment.

The Social Norms, and Political Culture that Hinders the Political Participation of Women training manual can serve as a resource document for NEWA during conducting capacity-building training on Social Norms, and Political Culture of Ethiopia to female representatives of different political parties at national, Oromia, and Benishangul Gumuz regions and the training documents can be served as a reference point for partners who conduct similar interventions. The consultant will implement the following tasks:

  1. Training material preparation:
  • Develop the training material in English and Amharic translation on Social Norms, and Political Culture that Hinders the Political Participation of Women in Ethiopia.
  • Highlights the essentials of political participation in general and to women and persons with disabilities in particular
  • The training manual should contain guidelines for the facilitator, roles of facilitators and participants should be mentioned well
  •  Delineate the social norms, cultural practices, religious beliefs, and the economic and political landscape of Ethiopia that impede women’s engagement in political activities.
  • Develop and include practical exercises, discussion points, stories, etc. in the training material,
  • Present international lessons on the training material that motivates Ethiopian women, women politicians and women with disabilities,
    1. Provide Two days training in each project area:
  • After finalizing the training material prepare power point presentation,
  • Provide two -day capacity building training based on the training material prepared in each project area (Addis Ababa city, and Oromia (Adama), and Benshangul Gumuz (Assosa) Regional States),
  • Design and conduct an evaluation of the training (pre and post-test evaluation),
  • Prepare and submit post-training report.
  1. Duration and place of the Training 

Training sessions are scheduled to take place over two days in September 2024 in the cities of Addis Ababa, Adama, and Assossa.

  2. Methodology  

A total of 120 women politicians, with 40 representatives from each project area, will participate in the training. These individuals will be selected from various political parties that are legally active in the regions of Addis Ababa, Oromia, and Benshangul Gumuz.

  • The training material should be concise and clear that reflects the Ethiopian political context (ancient times, monarchy, Derg, EPRDF, and the Prosperity Party era) of women.
  • The methodology for the training should be more participatory, interactive, and based on agreed training material prepared and tools,
  • It is expected to include a presentation and individual and group discussions/ exercises drawn from the training material.
  • Practical exercises and role play on the social, economic and political culture of Ethiopia,
  1. Deliverables 

The following are expected deliverables

  • Prepare and submit technical and financial proposals on the expression of interest to develop the training manual, two days training for each project areas, details of technical proposals (content of the training topics and methodologies), how to use the manual, timeframe, etc.,
  • How and when the assignment is to be done;
  • The working methods employed in order to complete the assignment and secure the quality of the completed work;
  • State the total cost of the assignments, and
  • A proposed timeframe and working schedule,
  • Prepare and submit inception report after signing contract with reflections on the ToR,
  • Submit draft trainer manual and trainees’ workbook for review,
  • Incorporate comments from NEWA to enrich the training material,
  • Draft PowerPoint for the national virtual validation workshop to be carried out with stakeholders,
  • Submit final trainer of training manual and trainee’s workbook incorporating valid inputs gained from the validation workshop,

Submit the English trainer manual and trainees’ workbook with Amharic language translations

  • A detailed work plan and roadmap for the development of training material/manual development, and training including training strategy should be mentioned in the inception report,
  • Training material that needs to be delivered: training manual in English and Amharic translation and PowerPoint presentations, handouts, etc.
  • Successful delivery two-days capacity-building training for each project area as per the NEWA schedule,
  • Final training manual on Social Norms and Political Culture of Ethiopia,
  • Final report after the completion of the two days training i.e. a separate report for each project area.

Application Procedure:

The Technical Proposal must be submitted in English, should be limited to eight to twelve (8-12) pages, and must contain the following:

  • A capacity statement describing how the consultant meets the required qualifications and competencies including a summary of similar pieces of training and training manuals previously conducted and prepared,
  • An expression of interest detailing your understanding of consultancy assignment,
  • Description of methodology and tools that will be used for the manual development and training provision,
  • Include a timeline of activities and the level of effort required for each activity with specific dates which include a timeline to produce and share draft training materials and timetable that will be required for the two days of training, team composition, and roles, including key members list with core qualifications and their role in training (Attach the CVs of these key team members who will involve in the training manual preparation and training provision),
  • Required budget for the training manual preparation and two days of training (take into account the training will be given in Addis Ababa, Adama and Assosa),
  • Reference letters of previous relevant experience working with women politicians and political parties, etc.,
  • The consultant must submit both technical and detailed financial proposals for the training manual preparation and training provision in a separate envelope indicating the type of proposal in the subject line or a separately sealed hard copy,

About You

The Consultant must be:

  • Have previous experience in preparing training manual and undertaking training, particularly on Ethiopian politics, and women’s rights including women’s political participation, and gender equality,
  • Practical experience in providing training in women’s political participation and leadership and having a TOT certificate is mandatory,
  • The Lead consultant should hold a minimum of a master’s degree in law and legal studies, political science, social work, Gender studies, or related subjects and practical knowledge in the Ethiopian political arena.
  • Competitive Female consultants are highly encouraged

Qualifications must include:

  • A minimum of 5+ years in preparing training manual particularly, on Ethiopian politics and providing pieces of training including women’s political participation, transformative leadership, etc.
  • Experience in working with women politicians and their joint council,
  • Experience in developing participatory training tools,
  • Proven ability to work with women politicians and political parties in Ethiopia,
  • Excellent Amharic and English writing skills are required for the training manual and training report respectively,
  • Experience in producing the post-training report,
  • Understanding of gender, power, and intersectionality, and the practical application of this to women’s politician lived realities.
