Introduction
The Center for the Advancement of Rights and Democracy (CARD) is conducting a baseline study to assess the impact of CARD’s support to CSOs, journalists, youth associations, human rights defenders, and content creators across selected regions in Ethiopia. The baseline will inform monitoring, evaluation, and strategic planning, particularly around human rights awareness, media freedom, digital security, and capacity building.
The study involves survey data and key informant interviews (KII). CARD seeks to recruit a Data Analyst to manage, clean, analyze, and finalize the baseline data from collected data.
Objectives of the Assignment
The Data Analyst will be responsible for:
- Cleaning and preparing survey and KII data sets for analysis.
- Conducting quantitative analysis (descriptive statistics, frequencies, cross-tabulations, disaggregated by sex, region, and stakeholder type).
- Conducting qualitative analysis (thematic coding and synthesis of KIIs).
- Presenting results in tables, graphs, and charts aligned with project indicators.
- Supporting the development of the baseline report by providing analysis outputs, key findings, and interpretation.
Scope of Work
The Data Analyst will:
- Review all data collection tools (survey, KII) to understand variables and indicators.
- Verify and clean data sets for consistency, missing values, and outliner.
- Analyze survey data
- Analyze qualitative data from KII
- Prepare visualizations (graphs, charts, tables) for each indicator.
- Draft a data analysis section for the baseline report, including interpretation and recommendations.
- Ensure data confidentiality and security throughout the assignment
Deliverables
- Cleaned and verified data sets (Excel, SPSS, or preferred software).
- Quantitative analysis tables and charts for all survey indicators.
- Qualitative thematic analysis report for KIIs.
- Data analysis chapter for baseline report, including findings by stakeholder group, region, and gender.
- Final summary tables linking indicators to evidence and baseline findings.
Methodology / Tools
- Use Excel, SPSS, Stata, or R for quantitative analysis.
- Use NVivo, Atlas.ti, or manual coding in Excel/Word for qualitative data.
- Ensure triangulation of survey, KII findings.
- Follow data protection and ethical standards, ensuring anonymity for sensitive information.
Timeline
The assignment will be conducted over 5 working days, subject to the availability and completeness of collected data. The consultant will focus exclusively on data cleaning, analysis, triangulation, and reporting.

Required Qualifications
- Minimum Bachelor’s degree in Statistics, Data Science, Social Sciences, Monitoring & Evaluation, or related fields.
- Demonstrated experience in data cleaning, quantitative, and qualitative analysis.
- Experience analyzing survey data with Likert-scale, multiple choice, and open-ended questions.
- Familiarity with human rights, media, and civic engagement indicators is an advantage.
- Strong skills in Excel, SPSS, Stata, R, or similar software.
- Excellent analytical, presentation, and report-writing skills.
- Experience working on NGO or CSO baseline studies preferred.
Reporting
The Data Analyst will report to the Monitoring & Evaluation Manager at CARD and coordinate with the baseline survey team to clarify any data-related issues.
Confidentiality
All data sets, documents, and analysis outputs are confidential and remain the property of CARD. The Data Analyst must not share or publish any information without prior written approval.
