Rational of the feasibility study

The Ethiopian National Association of the Blind (ENAB) is a non-governmental and non-profit making member-based organization founded sixty-four years ago in 1960, with its major objective to advance the respect of the universal human rights, equal opportunities and full participation of blind Ethiopians and it is the first association of persons with disability in Ethiopia. Currently, the association has more than 17,000 active members and 31 branches that are spread in 7 regions (out of 12 regions) and two administrative cities in Ethiopia.

The leadership hierarchy of the association comprises the assembly, board, internal auditor, general manager, accountant and treasurer, and branch offices. The assembly is the supreme and final decision-making body of the association. The board consists of 8 members elected by the assembly. The board is an organ which is responsible for overseeing the work of the association.

Ethiopian National Association of the Blind (ENAB) promotes and works for educational access for blind persons raising awareness of the society and the blind about blind people’s right, special needs and problems. One of its main achievements in this regard is revealed in terms of promoting educational opportunities for the Ethiopian blind community.

Currently, ENAB run only one boarding school for the blind at Wolaita Soddo and provide educational materials at reasonable prices to blind students in many government schools, colleges and in different Universities.  It has helped so many blind students to complete their education at the primary and intermediate level and from institutions of higher education including Addis Ababa University.  A large number of blind individuals have benefited from services delivered by ENAB. Encouraging achievements have been made with regard to public awareness creation on the abilities of the blind to become self-reliant and productive citizens.

ENAB has been a strong advocate for the rights of visually impaired persons with a vision to make Ethiopia a country where persons with visual impairment practice their right to equally and fully participate in the development of the country. In addition, ENAB is committed to protecting the rights and human dignity of the blind; to ensure that blind people have the opportunity to receive education, training, and employment; to eliminate the rights violations that blind women may face due to their gender and blindness; to prevent discrimination against the blind because of their blindness; and to raise awareness of the causes and effects of blindness, the rights and abilities of the blind, and other related issues. The association is committed to working towards a world where blind people are able to participate fully in society and reach their full potential.

To this end, ENAB works with the government and non-governmental organizations to promote the rights and well-being of blind people. It initiates and develops policies and laws that promote the rights and well-being of blind people and submits to responsible government bodies. The association also works to increase the level of access to information technology for blind people, prevent the violation of rights that blind women may face due to their gender and blindness, and strive for blind women to benefit from equal education opportunities.

ENAB exists to uphold the inherent dignity and fundamental rights of blind and disabled individuals.

ENAB currently relies heavily on external funding from international partners in Norway, Denmark, and Sweden. However, these funds are limited and project-based, hindering the organization’s ability to meet the growing needs of its members. To achieve sustainable growth and reduce dependence on external funding, ENAB plans to invest in viable business ventures utilizing its land holdings in Addis Ababa and other regions.

One such investment opportunity lies in a 1,056-square-meter plot of land near Mekanisa, Addis Ababa. To ensure that this investment aligns with ENAB’s strategic objectives and maximizes its return, a comprehensive feasibility study is essential. This study will provide valuable insights into potential business ventures, market demand, financial viability, and regulatory compliance.

The study will provide a detailed analysis of the land’s potential uses and development options, considering factors such as:

  • Market demand: Assessing the need for different types of developments in the area.
  • Financial viability: Evaluating the potential profitability of various investment options.
  • Regulatory compliance: Identifying any legal or permitting requirements that need to be addressed.
  • Social and environmental impact: Assessing the potential benefits and drawbacks of different development scenarios.

By conducting a thorough feasibility study, ENAB can make informed decisions about how to utilize the land to achieve its goals and create sustainable value for the organization.

Timeframe 

  1. The consultant or consulting firm shall submit the Expression of Interest before or on September 27, 2024 at 2:00 PM. and it will be opened at 2:30 PM of September 27, 2024.
  2. Selection of the consulting team/firm completed by 30th of September 2024.
  3. Signing of Agreement 4th October 2024.
  4. Inception plan presented by 18th October, 2024
  5. Submission of draft report by 18th November, 2024.
  6. Submission of final report November 30, 2024.

 

About You

Qualification of the Consulting Team/Firm

The following qualifications are sought:

  • Top tier expertise in the field of Business Development
  • The lead consultant has a MA/MSc in the field of economics, marketing or related and at least 10-15 years of practical related experience or the lead consultant has a PhD in the field of economics, marketing or related and at least 8-13 years of practical related experience
  • Excellent Business, analytical and problem-solving skills,
  • Track record of excellent writing skills and task delivery.
  • Willingness to work flexibly and under tight timelines,
  • Experience of having carried out similar assignments in the past.

Interested consulting teams/firms shall submit their Expression of Interest in a sealed envelope in person. The expression of interest must contain the following:

  1. Technical proposal document outlining the consultant or consulting firm profile, reference letters for doing similar studies, capability statement and a brief concept note describing the methodology to be adapted for the work and the CVs of the lead consultant and core team members, as necessary.
  2. Offered price should stay valid for at least 90 days.
  3. The winner supplier shall present a 10% performance bond upon signing of separate contractual agreement and insurance guarantee for advance payment.
  4. The Bidder should submit Renewed license for the year 2016 E.C.
  5. The bidder Tax clearance certificate for most current year 2015 E.C.
  6. A separate financial proposal document that includes all costs to be incurred in the process conducting the feasibility study which should also be accompanied by a separately sealed 2% of bid bond of the cost in CPO payable to “Ethiopian National Association of the Blind”.
  7. Details of the Consultant or Consulting Firm: detailed physical address and contact details, commercial registration license or trade license, and VAT registration certificate.
