Centre for Justice (CJ) is one of Ethiopia’s main independent civil society organizations working for systemic and service changes of the Ethiopian Criminal Justice System.
Center for Justice – CJ blends practical interventions and advocacy campaigns to improve the criminal justice system in general and the condition of inmates in Ethiopia in particular. It stands for human rights and works for their protection and realization through a mix of practical interventions and advocacy works that improve conditions for inmates both at the systemic and service levels at the national and prison levels. Our fundamental task as an organization is to effect progressive change in the Ethiopian Criminal Justice System. We work for people who are serving prison terms in the Ethiopian prisons and people who go through the Ethiopian Criminal Justice System. We give a special attention for the most vulnerable people like women prisoners, children living with their incarcerated parents or primary care givers, persons with disabilities and juveniles. We are campaigners, change makers and practitioners. We are experts who influence policy and practice around the Ethiopian Criminal Justice System and implementers of interventions that improve conditions for inmates and people who go through the criminal justice system. We promote, publicize, and implement international human rights standards and rules that protect the rights of people who go through the Ethiopian Criminal Justice System
- Context to the assignment
CJ’s organizational development focuses on improving its effectiveness and capacity to adapt to change. In order to ensure organizational development, CJ plans to develop a financial sustainability strategy to achieve its goals and objectives. Its key components typically include identifying the resources required to implement programs and projects, estimating the financial, human, and material resources needed, identifying potential funding sources such as government grants, private sector donations, international organizations, and crowd funding, diversifying funding sources to reduce dependency on a single source and building and maintaining relationships with donors, partners, and stakeholders.
To this end, CJ seeks to procure a consultancy service for the development of a financial sustainability strategy
Objectives of the assignments
The overall objective of the assignment is to develop CJ financial sustainability strategy that enables to achieve institutional financial sustainability.
Specifically, the assignment means:
- Develop a comprehensive plan to secure the necessary resources (financial, human, and material) to achieve its goals and objectives.
Scope of Work
The scope of work in terms of geographic focus, content and time duration is described as follows.
The strategy will address, amongst other things, resource mobilization initiatives for the realization of CJ’s mission and vision. The financial sustainability strategy development process will draw lessons from any best practices of similar strategy of other civil society organization with similar mission.
Timeframe
The overall duration of the assignment is 15 working days from the date of signing the contract agreement. The assignment is expected to commence on 14th of November 2024.
Deliverables
The following are the key deliverables:
- Inception report. Following inception meeting with CJ, the consultancy firm/individual is expected to submit inception report within 3 days. The consultancy firm /individual should address CJ’s comments on the inception report and secure endorsement from the same before commencing the assignment.
- Draft financial sustainability strategy
- Clean and final revised policies (edited, formatted and well structured)
Duration of the assignment
The overall duration of the assignment is 15 days.
Management/Supervision
CJ’s Executive Director will supervise the delivery of this consultancy service.
Logistics
Meeting the logistics needs of the assignment shall be the responsibility of the consultancy service provider. The consultancy service provider’s overall cost of the assignment should be inclusive of logistic costs.
Proposal evaluation criteria
The evaluation of the applicant’s proposals will be based on their meeting of requirements in this ToR and the criteria specified below.
About You
recommended presentation of proposals
- The technical proposal should at least highlight understanding of the assignment, explain why it is suitable for this consultancy service, the methodology to be applied and CVs’ of consultant.
- The costs in the financial proposal should be presented in Birr and should include consultancy fees, expenses and taxes.
- Except freelance consultants, consultancy firms should submit their TIN certificate and business licence together with their application.
