Background and rationale

ILO is implementing the Global Programme on Skills and Lifelong Learning (GPSL3) – Ethiopia component, funded by NORAD, which aims to deliver an innovative skill development programme in countries including Ethiopia, Tanzania, Ghana, Malawi, and Senegal. The projects aim is to support Ethiopia’s agenda of social and economic development by strengthening the capacity of the country’s skills development system to become market-driven and more inclusive and to integrate skills policies with national development and sectoral strategies to contribute to export growth, economic diversification, and decent employment creation.

Objective of the consultancy service

•  The main objective of this consultancy service is to conduct as assessment on green TVT and associated skills development courses aimed to contribute to the green economy initiative of the country.
•  The assessment should focus on selected TVT colleges and institutes including polytechnic institutes on their capacity to provide green skills (skills for a greener future) and identify the gaps and challenges in providing green skills. The assessment also looks at the training packages (courses) which helps to reduce the impact of climate change and check if these courses are provided by the TVT colleges. The scope of the assessment will be at national level with selected TVT colleges / institutes.

Specific tasks

The consultant conducts an intensive assessment and prepares a report including evidence-based recommendations aimed at transforming TVT to provide green skills to adapt and mitigate the impact of climate change and environmental degradation and contribute to the implementation of green economy in the country. The consultant should invest time on literature review and desk study and later conduct interview with appropriate experts in the field.

Qualification

The individual consultant should have:

• University degree and above in environmental management, education, and other relevant subjects with more than 10 years of work experience and be national of the country (Ethiopia)
• Experience in conducting similar assignment to different development partners
• Knowledge of TVT is key and understand the Ethiopian TVT system is very key

Language skills:

• fluency in English and knowledge of other local languages is an asset
• Prior experience working with UN agencies and in particular with ILO is an asset as well
