1. Background

The Network of Ethiopian Women’s Associations (NEWA) is non-partisan, non-for-profit and a non-governmental national network established in 2003. NEWA strives creating a stronger advocacy voice for women’s political, socio-economic, and legal advancements. NEWA has a twofold goal: synchronizing the individual efforts of women’s associations into an integrated collective agency and synergy to realize their common aspirations for gender equality, through a vigorous public campaign, promotions, advocacy, and lobbying for empowering and redressing the needs, asks of the girls and young women (GYW), and the creation of space for this underprivileged section of society, and women’s rights, NEWA wants to achieve among others. NEWA is a membership coalition, with 55 member associations and organizations, operating in all over the country engaged to contribute in national development, governance and democratization processes.

With support from the Malala Fund and in collaboration with the Education Champion Networks (ECN), NEWA is currently implementing a project entitled “Enhancing Girls’ Education through the Promotion of the Safe Schools Declaration in Conflict-Affected Regions of Ethiopia (Amhara and Tigray).” It aims to contribute to the protection of girls’ education in conflict-affected regions by strengthening advocacy efforts and multi-stakeholder dialogue toward the adoption of the Safe Schools Declaration in Ethiopia.

NEWA is committed to strengthening the capacity of its staff and member organizations to effectively lead, govern, and manage organizational programs and initiatives. Strong leadership and good governance are essential for organizational effectiveness, accountability, strategic decision-making, and sustainability.

To enhance the knowledge, skills, and competencies of its staff and members, NEWA intends to organize a two-days capacity-building training on Leadership and Governance for 25 participants drawn from NEWA staff and member organizations operating in Amhara and Tigray regions. The training will provide practical knowledge and tools to strengthen leadership capacity, promote effective governance practices, and improve organizational performance.

2. Purpose of the Training

The overall purpose of this training is to strengthen the leadership and governance capacities of NEWA staff and member organizations, enabling them to effectively lead, make informed decisions, uphold accountability, and contribute to organizational growth and sustainability.

3. Objectives of the Training

3.1 General Objective

To enhance the leadership and governance competencies of NEWA staff and members for improved organizational effectiveness and accountability.

3.2 Specific Objectives

The training will enable participants to:

  • Understand key concepts, principles, and practices of leadership and governance.
  • Strengthen strategic leadership and decision-making skills.
  • Enhance knowledge of organizational governance structures, roles, and responsibilities.
  • Improve accountability, transparency, and ethical leadership practices.
  • Strengthen communication, team-building, and conflict management skills.

4. Methodology

The training should employ participatory adult-learning approaches, including: Interactive presentations, group discussions, case studies, experience sharing, role plays, practical exercises.

5. Responsibilities of the Trainer

The selected trainer team will be responsible for:

  • Developing a comprehensive training guide and facilitation guide.
  • Preparing training materials, presentations, group activities, and practical exercises.
  • Delivering a two-days training session using participatory and discussion approaches.
  • Facilitating group discussions and exercises to ensure participants’ engagement.
  • Delivering an interactive and participatory training.
  • Facilitating group discussions, case studies, role plays, and practical exercises.
  • Administering pre- and post-training assessments to measure learning outcomes.
  • Preparing and submitting a comprehensive training report including participant key discussions, inputs and recommendations.

The consultant/trainer firm shall provide:

  • The consultant should be deliver inception report and work plan

  • The consultant should be deliver comprehensive training report including: training objectives and methodology, participant profile and attendance, summary of sessions conducted, pre- and post-test results, key achievements and lessons learned, participant feedback analysis and recommendations and copies of training materials and presentations.

Application requirement

Candidates required to submit a technical proposal indicating on how they will undertake the assignment with detailed training plan and financial proposal. NEWA also requests the candidates to attach or web links of similar previous engagements and experiences.

Duration and Venue

The training will be conducted as a two-days training session in Debre Zeit, at the end of June 2026.

Evaluation Criteria for Selecting Consultant

A two-stage procedure will be utilized in evaluating the proposals, with an evaluation of the technical proposal being completed prior to any financial proposal being opened and compared. The financial proposal will be opened only for submissions that passed the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposal. The technical proposal is evaluated based on its responsiveness to the Term of Reference. In the Second Stage, the financial proposal of all bidders, who have attained a minimum 70% score in the technical evaluation, will be compared with a score of 30%. The contract will be awarded to the successful bidder following completion of all evaluations including negotiation (only in exceptional cases), if necessary. The successful bidder should sign a contract with the NEWA to undertake the assignment.

About You

Required Qualifications of the Consultant/Firm

The consultant or firm should be:

  • Advanced degree in Leadership, Management, Governance, Organizational Development, Public Administration, Social Sciences, or related fields.
  • At least 7 years of proven experience in delivering leadership and governance training.
  • Demonstrated experience working with civil society organizations, networks, and women’s rights organizations, INGOs.
  • Strong facilitation, communication, and report-writing skills.
  • Experience in participatory and adult-learning methodologies.
  • Language: Excellent writing and communication skills in English and Amharic Language.
  • Excellent report writing skills and a track record of producing analytical publications.
  • Advanced knowledge of gender equality gaps and national and international policies
