Overview:

The USAID/Ethiopia CLA is designed to ensure USAID’s activities in Ethiopia achieve their intended results through monitoring and evaluation, strategic assessments, USAID’s Collaborating, Learning, and Adapting approach (CLA), and an upgraded data management system. The Mitchell Group, Inc. (TMG) will help USAID/Ethiopia create a dynamic learning environment among development actors, focused on innovation, quality, and knowledge sharing. Through a Community of Practice, USAID/Ethiopia and other development programs will successfully deliver activities while simultaneously strengthening their management and development effectiveness of their programs. The TMG approach will provide USAID/Ethiopia with high-quality monitoring, evaluation and learning (MEL) services across its portfolio, ensure collaboration and learning between and among USAID/Ethiopia and stakeholders, the GOE, and implementing partners, and ensure programs fully incorporate local participation. The CLA team will also ensure program sustainability by building technical and institutional capacity of stakeholders and implementing partners to implement activities and collaborate and learn from these programs.

This is a local position based in Addis Ababa and Ethiopian citizens are encouraged to apply. The position will require some travel within Ethiopia and the position is for a five-year period with salary at competitive rates. Women are encouraged to apply.

Responsibilities:

  • Act as the primary GIS expert, including using strong data literacy, written and oral communication skills, and high analytical thinking to take large data sets and translate them into actionable information for various internal and external stakeholders.
  • Work with USAID/Ethiopia to take problem sets presented and provide recommendations on mapping products to support the Mission’s decision-making.
  • Work with staff across the organization, including senior management and working-level staff to provide tailored recommendations.
  • Work with USAID/Ethiopia and its implementing partners (IPs)  to establish a Geographic Database using ARC/GIS or  other database.
  • Train IPs, GOE partners, and Mission staff on data input and use of the Geographic Database.
  • Undertake analysis to find ways to improve the existing GIS data collection methods to reduce the amount of data entry errors.
  • The Mission’s GIS data requires data cleaning before being able to create any maps, therefore, he/she is responsible for data cleaning efficiently and effectively.
  • He/she will create maps and data visualizations for USAID, the Embassy, etc. identifying Mission activities and their locations.

Job Requirements

Required Qualifications:

  • At the minimum, must have bachelor’s degree in computer science, geography, planning, or engineering and a certification in GIS, information technology, business, technology, or related degree. Possession of graduate qualifications is an added advantage.
  • At least 7 years of experience in managing GIS databases with advanced working knowledge of GIS, including but not limited to Esri’s ArcGIS software, and related programming language.
  • and developing and managing a geographic database.
  • Excellent interpersonal and management skills.
  • Excellent communications skills in both English and Amharic.
  • Professional experience in training ARC/GIS.
  • Knowledge and extensive use of ARC/GIS software, and geocoding.
