   Work and Respect Project: Improved sustainable livelihood opportunities for youth with disabilities through inclusive technical training and transitioning to employment

 The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian civil society development organization that works with other organizations to promote, facilitate and build organizational capacity to make mainstream government and non-governmental service delivery and development programs accessible to, and inclusive of, persons with disabilities. One of the six program priorities for ECDD is advancing disability inclusive vocational skills training and livelihoods, and ECDD is currently implementing a number of projects promoting the inclusion of youth and adults with disabilities in mainstream vocational skills training, and in wage and self-employment in Ethiopia.

The 3 year Work & Respect Project Goal which is, “improved sustainable livelihood opportunities for youth with disabilities through inclusive technical training and transitioning to employment” will be implemented from January 2021 to December 2023 will be implemented in Ethiopia by two partner organizations (Cheshire Ethiopia  – CE and Ethiopian Centre for Disability & Development – ECDD) .With the financial and technical support from Lilian Foundation, the two partner organizations will be  implementing varied activities/interventions within the Project in two areas Dire Dawa and Dilla so as to ensure that the determined project objectives will be achieved and a successful employability skills acquisition and transitioning to inclusive work places in the labour market has taken place.

The Work & Respect Project aims to achieve 4 outcomes related to the aspects of training, employment, advocacy and learning. The outcomes of the Project are as follows:

              i.        Enhanced technical market driven employability skills for youth with disabilities transiting to formal and self-employment

            ii.        Increased inclusive formal and self-employment opportunities for youth with disabilities by 2023.

           iii.        Strengthened advocacy & lobby mechanisms influencing government training and employment policies for persons with disabilities.

           iv.        Strengthened learning, sharing and knowledge management through effective regional coordination mechanism.

 Description of Tasks

 The Project Coordinator is based in the ECDD Head Office, Addis Ababa, and reports to the ECDD Program Director. The Coordinator is responsible for the coordination the project team and oversees the implementation of the project’s activities. In addition, the project Coordinator, is also responsible for the monitoring, evaluation and reporting of activities and results of the Work and Respect project.

 Specifically, the Project Coordinator will:

1.    Prepare an annual Work Plan and reports for the implementation of Work and Respect project activities

2.    Coordinate the planning, implementation and delivery of project activities.

  1. Organize workshops, trainings and events together with the project officers
  2. Oversee the design, content and disseminate IEC materials on disability inclusion to TVET and employment
  3. Coordinate and follow up in the implementation of Community Based Training (CBT) at the target sites.
  4. Work closely with the Federal TVET Agency and Regional TVET Agencies to promote the implementation of inclusive TVET.
  5. Follow-up and monitor partnerships developed between TVET institutions, employers, and government authorities towards realizing disability inclusive TVET in Ethiopia.

8.    Work in partnership with Cheshire Ethiopia (CE) for effective implementation of the partnership project

9.    Follow-up on joint activities planned with Cheshire Ethiopia (CE) and maintain partnerships

  1. Follow-up on the recruitment and employment of employment of trainees with disabilities by providing guidance on inclusive workplace policies and practices to public and private sector employers and recruitment agencies.
  2. Provide technical support to the Ethiopian Business and Disability Network (EBDN) and its members in their efforts to promote inclusive employment together with the Disability Inclusion Advisor.

12. Keep abreast of relevant developments related to disability inclusive TVET and employment in Ethiopia.

  1. Ensure observance of the ECDD Child and Adults-at-Risk Policy by project staff and partners, in consultation with the ECDD Safeguarding Focal Person.

14. Monitor and evaluate progress on achievement of project results, and provide data and information to the ECDD M&E Coordinator.

  1. Follow up on the use of the Disability Inclusion Score Card (DISC) tool in ECDD trainings and by partners, and ensure the collection of DISC tool results from selected institutions.
  2. Oversee the collection, documentation and dissemination of lessons learned, case stories and good practices of the project and its partners.
  3. Undertake such other tasks as may be assigned by the ECDD Program Director and Executive Director.

Job Requirements

1. Education – minimum Masters in Social Work, TVET management, Inclusive Education, Sociology, Business Administration or a related field

2. Professional experience – minimum 6 years of responsibility for the implementation of donor-funded projects related to vocational skills training and work

3. Good understanding of national TVET policies and strategies, and extensive knowledge of other organizations active in livelihoods-related work in Ethiopia

4. Good knowledge of the practice and profession of special needs education

5. Previous professional work in vocational skills training desirable

6. Previous business experience desirable

7. Previous professional experience working with persons with disabilities desirable

8. Excellent interpersonal relationships and team work

9. Excellent communication skills

10. Able and willing to travel frequently to the project intervention areas

11. Competence in the use of computer applications

12. Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable
