WVE is looking for persons who fulfill the following qualifications.

 Major Responsibilities

Work closely with the developer and MEL team at all level to manage and maintain the databases (mainly routine monitoring) emerging from the Management Information System (MIS) and other data sets
–        Lead day to day activities in ensuring that the MIS (hosted by the developer-UBS) is efficiently and  effectively managing the data, store  and analyze it with attention to security and confidentiality,
–        Support MEL teams in the design of new tools, updates of MIS in regular consultation with the developer, store backup data from the system (which is cloud-based server) in to one drive, hard disk etc., and in solving problems on spot on MIS functionality at all levels,
–        Export or import  data to/ from MIS, clean the data, aggregate, disaggregate it, check for the data quality before its final submission and use/dashboard generation/reporting ;

–        He/she can design database to back up for SPIR MIS or develop tailor made system to solve recurrent problems in our routine monitoring systems not solved by SPIR MIS;

 

Continues support and capacity building SPIR MIS data management,  its operations, use as well as up to date maintenance and problem solving,

–        Handle and maintain databases extracted from the system with proper security, and ensure the databases and archives are well protected from data loss,

 

 

–        Follow up, resolve and report on issues related to data management, its discrepancies, data extraction, and assist field level staff on IT, MIS and on online data collection issues,

–        Troubleshoot data-related problems and authorize maintenance or modifications,

Ensuring data quality, data reconciliation, aggregation/disaggregation and its proper transfer

–        Formulate techniques for ensuring quality data (from collection to all next steps so as to ensure adequacy, accuracy and legitimacy of data and further verification of its quality, with its code book/data dictionary) making it ready for donor submission as per USAID Open Data  Policy (DDL) requirements ,

–        Work with the MEL team and the developer on data reconciliation and aggregation process as per the frequency of the data (usually quarterly), ensuring the proper way of data transfer to/from the cloud server,

–        Work with the developer on integration of mobile data collection, GIS and others for ensuring further data quality and verifications

 

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

–        Minimum of a Master’s degree in Statistics, Computer Science, Information Technology, Management Information System, or closely related fields.

–        Minimum of 5 years’ experience in data management (data collection, data entry, data cleaning, collation, storage, retrieval, analysis, data visualization, dashboard preparation and reporting), and as M&E database specialist or manager,

–        Proven experience as data manager or able to fully grasp the complexity of data management; should be tech-savvy and possess excellent troubleshooting skills

–        Skilled in delivering MIS and data management-related training and possess strong understanding of modern database, data analysis procedures and information system technologies.

–        Strong statistical computing and data manipulation skills, and rich experience in SQL server/ORACLE, use of Advanced Excel functions, SPSS/STATA, Access, and Power BI,

–        An analytical mindset with problem-solving skills,

Very good communication and collaboration skills

Other Competencies/Attributes:

–        Work experience in data management or administering automated Management Information System exclusively for monitoring/tracking project progresses and performance

–        Online and offline system MIS or database system development and its implementation

Working Environment / Conditions:

The position requires ability and willingness to travel domestically up to 40 % of the time
