1. BACKGROUND
The Luminos Fund provides transformative accelerated education programs to out-of-school children, equipping them with foundational literacy and numeracy skills in 10 months so they can reintegrate into government schools with their peers. In Ethiopia, Luminos is reaching thousands of out-of-school children through direct delivery of Luminos classrooms, and a government adoption model known as the Accelerated Learning Program. In the 2024-25 school year, Luminos will implement 95 direct delivery classes in Tigray, and will support the Tigray REB to implement 500 ALP government adoption classes.

2. PURPOSE OF THE CONSULTANCY

Luminos Fund is seeking to recruit a consultancy firm to conduct baseline (October 2024) and endline (June 2025) evaluations of both its direct delivery and the government adoption accelerated learning models in Tigray, Ethiopia. The evaluation will involve administering the Early Grade Reading Assessment (EGRA), Early Grade Mathematics Assessment (EGMA), and a short survey to students in the accelerated learning programs. This consultancy seeks to generate comprehensive progress information on the implementation outcome of the types of accelerated learning programs in Tigray, Ethiopia. The information will inform education programming in this region and support Luminos and its implementing partners to understand and monitor the progress and results of their interventions in Tigray, Ethiopia.

3. SCOPE OF WORK
The duration of this consultancy is for 12 months starting from August 2024. The selected consultant will be responsible for conducting baseline and endline. Please see the full scope of work in the PDF attached to this RFP. The full scope includes detailed information on expectations for Data Collection Planning, Instrument Review and Finalization, Data Collection Training, Data Collection and Data Analysis.

4. DELIVERABLES AND SCHEDULE 
The outputs/milestones and reporting requirements expected for the successful consultancy are
indicated in Table 1. The timelines include Luminos’ review of reporting materials.

About You

QUALIFICATIONS AND COMPETENCIES
The selected company shall possess the following qualifications.
1. Demonstrated experience in conducting surveys of a scale and complexity including
conducting direct assessments with children using EGRA/EGMA.
2. Extensive knowledge and experience with statistical data analysis, and competency in
database development and analysis using statistical software.
3. Experience working with sensitive populations is an advantage.
4. Strong capacity and experience in planning and organizing EGRA/EGMA assessments using
Tangerine or any other electronic data collection platforms.
5. Strong track record of quality data collection, data management, and report writing.
6. Training experience and ability to organize and facilitate training and presentations,
7. Experience in data analysis and survey report writing.
8. A registered research organization in Ethiopia.

6. STRUCTURE OF THE PROPOSAL AND SUBMISSION GUIDELINES 

6.1. Composition of the Proposal 

The consultant should prepare both a technical proposal and a cost proposal as follows.
1. Technical proposal. The technical proposal should be submitted as a Word or PDF document of no more than 15 pages (excluding the cover page), 12-point font minimum, and single space. Pages over the 15-page maximum will not be included in proposal scoring. The technical proposal is composed of the following three sections:

a. Technical approach (maximum 8 pages). This section should detail your firm’s approach to fulfilling the scope of work outlined above and indicate how the proposed activities will result in the successful completion of all deliverables and milestones. The
technical approach should clearly indicate adequacy and clarity for sampling strategy,  [email protected] team structure and data collection; approach to minimizing refusals and nonresponses; overall approach to fieldwork preparation (including obtaining appropriate permissions for piloting, refinement and recruitment and training), clarity of data
collection modality and plan, approach to quality control before, during and after data collection; data analysis and reporting approach (including benchmarking results with national EGRA/EGMA results); clear capacity for on-time delivery; and mitigation strategies for any anticipated challenges, risks and limitations.

b. Past performance (maximum 3 pages). The consultant must submit exactly three (3) past performance reports describing relevant in-country experience in conducting EGRA/EGMA. Each past performance report must reflect institutional capacity [and not an individual’s capacity] and include at minimum an overall description of the scope of work including the sample size, period of performance, the results of the activity, the budget of the activity, and contact information for a reference from that assignment. Luminos Fund reserves the right to contact references provided in these past performance reports.

c. Personnel and staffing (maximum 4 pages –1-page personnel and 3 pages for CVs).
This section must highlight the qualifications, experience, and roles of proposed key
personnel as well as the quality of the overall team composition. CVs of proposed key personnel should be included.

2. Cost proposal. 

The cost proposals shall consist of a budget in Excel and must include justifications/assumptions related to budget inputs. Consultants are required to use the Excel budget template provided. The budget template must not be altered. The consultant must ALSO provide a budget narrative (Word or PDF, 3-page maximum) in line with the major cost categories in the budget template, summarizing key assumptions and inputs in the budget. Consultants must propose costs that they believe are realistic and reasonable for the work pertheir technical approach. All costs should be fully justified, complete in detail, and organized in a manner that facilitates review and permits cost analysis.
