I. JOB SUMMARY

The JEOP Advisor- Emergency Health and Nutrition is a key staff member of the JEOP Program within the humanitarian unit. Her/his primary responsibilities will include the following: Assisting the JEOP technical manager and Health and nutrition program manager proposal development; high-level oversight of all health & nutrition projects in CARE Ethiopia Field Offices (FOs), including oversight of work plans, program quality indicators, and budgets to ensure appropriate burn-rates/expenditure; ensure project reports of acceptable quality are submitted promptly; the position reports to the JEOP technical manager directly and the humanitarian program manager; health and nutrition dot line, and supports the JEOP Nutrition and other health and nutrition programs ensuring that all donor and government contract conditions, requirements and expectations are met. In consultation with the JEOP technical manager and health and nutrition program manager, in she/he is responsible for the development of annual implementation plans and budgets, allocation of appropriate resources to accomplish the plan, securing qualified staff to implement nutrition and Health projects, and ensuring that an appropriate monitoring system is in place to track the progress and identify deviations from project implementation plans for timely action.  In general, He/She closely works with the humanitarian team in Addis and field offices and contributes to better implementation of emergency health and nutrition responses in different regions of Ethiopia.

These roles and responsibilities indicate that the JEOP Advisor – Emergency Health and Nutrition plays a crucial role in supporting the overall management and implementation of health and nutrition programs within the JEOP Program in Ethiopia.

II. RESPONSIBILITIES AND TASKS:

Job Responsibility #1:  Emergency Health & Nutrition Project Management (15%)

  • Provide technical and managerial oversight and guidance to Field Office (FO) staff regarding the management of all health & nutrition projects.
  • Assess and identify gaps and needs regarding technical skills, supervision support, etc., for new and existing health & nutrition project staff.
  • Support the JEOP technical manager and the Health and Nutrition program manager in the Design and development of health and nutrition project proposals, concept papers, related budgets,
  • Provide technical support for all health & nutrition project needs of CARE Ethiopia (Surveys, Rapid Assessment, etc).
  • Attend different national and regional coordination for such as the ENCU, health cluster, and other coordination platforms,p present project progresses, lessons, and learning keeping CARE’s image as a strong health and nutrition program implementer in Ethiopia.
  • Work with the human resource unit and Lead the recruitment of health and nutrition technical staff such as team leaders, specialists, CMAM nurses, health officers etc
  • Participate in staff performance appraisal as appropriate

Job Responsibility 1:  Planning and Implementation of Program Activities (25%)

  • Prepare annual health and nutrition program plan and submit it to his/her immediate supervisor.
  • Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of CARE Ethiopia.
  • Lead the determination of health and nutrition project targets and ensured the in incorporation of targets in project proposals and concept notes.
  • Ensures that the project activities are implemented according to the technical specifications and standards set and the time schedule.
  • Develop concepts on emerging human disease epidemics including malnutrition.
  • Lead the design, review, and updating of FO Detailed Implementation Plans and field activities for Health and Nutrition projects.
  • Organize project review workshops; and launching, progress review, after-action review, and closing workshops, and ensure achievements, lessons, and learning are prepared, documented, and communicated to the relevant stakeholders.
  • Ensure that Field Office detailed implementation plans (DIPs) and EPMTs incorporate existing commitments to donors and government,  and address the Country Office’s Strategic Plans’s vision and program goals.
  • Plan and conduct health and nutrition rapid assessments, spot checks, and identify gaps and needs of the health and nutrition program implementation.
  • Collect compliance and analyze health and nutrition information, including the trends of admission for malnutrition and other disease conditions, and provide inputs/information for decision-making.

Job Responsibility #2: Monitoring and Reporting (20%)

  • Work with the MEAL team in Addis and field and assisted in the development of projects monitoring tool.
  • In collaboration with the MEAL team, organize project monitoring and supervision events, document findings, and utilize the findings for better implementation and achievement.
  • Regularly monitor health and nutrition project activities against existing work plans to ensure effective and efficient implementation; identify any weaknesses and elaborate corrective action plans as needed.
  • Ensure timely submission of reports of all kinds. S/he will coordinate with the Field Office and Country Office MEAL team to prepare and review reports, consolidate information where necessary, and submit to the supervisors.
  • Provide technical support to FOs and assist staff in complying with donor regulations in all health and nutrition projects.
  • Prepare snapshots and one-pagers on project performances, achievements lessons, and best practices and share with his/her supervisors.
  • Document success stories regularly and share them with all relevant stakeholders
  • Support and follow up of feedback and compliance gathering, support analysis and response on feedback concerning nutrition and health, and develop a report.

Job Responsibility #3: Preparation and Monitoring of Budgets (15%)

  • Work with the program staff (JEOP, and health and nutrition) and assist in budget planning.
  • Ensure that Detailed Implementation Plans (DIPs) accurately reflect the relevant budgets.
  • Monitor burn rates and expenditures against approved budgets, and advise the program/project managers in Addis and the field offices on issues requiring attention or follow-up including the appropriate and timely use of budget, compliance to standards, and commitments to stakeholders etc.
  • In collaboration with the grant team and program managers, coordinate and oversee health and nutrition project budgets, ensuring that project expenditure rates are aligned and consistent with project budgets.
  • Assist the grant team in the preparation of the financial forecast appropriate use (in line with the forecasted budget) and provide information for decision-making.

Job Responsibility #4: Compliance, networking, and representation (10%)

  • Support the approval and documentation of health and nutrition contracts and agreements with donors, consortium partners, sub-grantees, and contractors.
  • Ensure that FO humanitarian response managers implementing health and nutrition projects follow donor guidelines and CARE policies and procedures.
  • Work with the health cluster, Nutrition cluster, and other nutrition partners and maintain CARE’s reputation as a strong emergency health and nutrition implementing partner at the national and regional levels.
  • Coordinates/networks with Federal and Regional health and nutrition clusters to ensure they are informed/updated about all of CARE Ethiopia’s emergency nutrition activities.   

Job Responsibility #6: Learning (5%)

  • Adapt to new developments related to Emergency health and Nutrition, including best practices (both within the country and internationally), and engage in personal development and learning on an ongoing basis.
  • Ensure that knowledge and learning is shared with all CARE staff as well as partners and other stakeholders.

Job Responsibility #5: Audit Follow-up (5%)

  • Coordinate with humanitarian program managers in Addis and FO humanitarian response managers to prepare responses to internal and external audit findings within the stipulated time frame.
  • Notify the Emergency Program Manager/Addis of significant audit findings and develop action plans to address findings with the relevant FO promptly.
  • Monitor implementation of corrective actions to audit findings by FOs and provide appropriate support to ensure audit recommendations are addressed in a timely and adequate manner. In response to audit findings, recommend actions to be undertaken, as appropriate.
  • Provide Terms of Reference (ToR) for final evaluations of nutrition projects, providing feedback and acting appropriately in response to the results of final evaluations.

III. QUALIFICATIONS (Knowledge and Experience)

A)  Education

Required

  • BSc Degree in public health, human nutrition, Nursing, or other related fields.

Desired

  • Master’s in nutrition/public health and related fields plus experience in emergency health and nutrition.

B)  Experience

Required

  • Five years related work experience.
  • Solid experience gained in emergency health and nutrition project/program management, and financial and administrative management.
  • Experience in proposal writing and budgeting preferably in NGOs.

Desired

  • Experience in emergency health and nutrition projects/programs, nutrition surveys and food security assessments.
  • Working knowledge of programming in acutely vulnerable environments.

C)  Technical Skills & Knowledge

Required

  • Proficiency in verbal and written English, operational planning, budget planning, financial and administrative management, and report writing;
  • Proficiency in standard office software package, SMART, and other related software packages;
  • Good interpersonal and negotiating skills,
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of the participatory approach, and sustainable development.

D) COMPETENCIES

IV. REPORTING STRUCTURE AND CONTACTS/KEY RELATIONSHIPS:

The Emergency Health & Nutrition Technical Advisor will report directly to the JEOP Technical Manager Addis and dot line to the humanitarian program manager for health and nutrition. Other key contacts and effective relationships are with the humanitarian team in Addis and Fos and other CARE departments.

V. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.

The post is located at CARE Headquarters in Addis Ababa, with about 50% time allocated to field travel.
