Organizational and Program Highlight:

Integrated Service on Health and Development Organization (ISHDO) is registered non-governmental organization. ISHDO has been funded by USAID Ethiopia as prime under the President’s Emergency Plan for AIDS Relief (PEPFAR) to implement a three years Family-focused HIV Prevention, Care and Treatment Program in Oromia Region. The Program will be implemented partnership with other sub local implementing partners. The activity aims to accelerate and sustain HIV epidemic control in Ethiopia through the delivery of high impact Family-focused HIV prevention, care, and Treatment Activity in selected 41 woredas of Oromia regional state.

The purpose of this award is to strengthen local HIV epidemic control to achieve the goal of 95 percent of individuals living with HIV know their status, 95 percent of persons living with HIV initiated antiretroviral therapy and 95 percent of on antiretroviral therapy achieve viral load suppression by 2030. HIV mitigation services for vulnerable children will focus on case finding and linkage to HIV treatment among undiagnosed children living with HIV, on achieving better health outcomes through HIV viral load suppression and establishing interpersonal, family and community norms to achieve HIV and violence prevention (9 to 14-year-old children).

Reports to: Finance and Admin Head

Job Summary; 

The Finance Manager oversees all financial management, internal controls and financial compliance aspects of the finance, in accordance with USAID and ISHDO guidance and regulations. This role provides financial and operational management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and providing accurate and timely financial reports for donors.

Responsibilities:

  • Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to Finance and Admin Director.
  • Ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with ISHDO and USAID guidelines and regulations
  • Prepare and monitor budgets to ascertain that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and are able to monitor their budgets respectively
  • Prepare monthly, quarterly reports, consolidated annual fiscal report, cumulative life of project report, and any other required donor submissions
  • Verify that appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the finance operations.
  • Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with ISHDO policies and procedures and donors grants and contracts requirements
  • Oversee sub grant monitoring and compliance including organizational assessments, review of financial reports/ advance requests, and financial tracking; perform and document compliance visits;
  • Supervise the finance and operations staff including performance evaluation and revising job descriptions when necessary.
  • Prepare and revise finance and operation guidelines in order that they adhere to ISHDO and donor requirements
  • Encourage a work environment of mutual respect where team members strive to achieve excellence
  • Oversee the finance officers posting and recording activities
  • Oversee the overall finance activities and implementation at field office and site level activities
  • Ensures  balance sheet reconciliations are completed monthly and on a timely basis and review final reconciliations and trial balances
  • Ensure bank and petty cash reconciliation are completed on monthly basis
  • Ensure current knowledge of local government requirements related to financial matters and ensure compliance with tax regulations and other legal requirements.
  • Supervises the preparation of Cash Transfer Requests to Sub recipients and ensures that appropriate cash balances are maintained to facilitate project implementation.

Job Requirements

Required Education and Experience:

  • Bachelor’s degree in finance, or other relevant field
  • Minimum five years’ experience managing finance for USAID-funded projects; in-depth knowledge of USAID financial management rules and regulations
  • Proven ability to prepare budgets and donor financial reports
  •  Experience as a coach/mentor to train staff and develop financial skills of colleagues

Personal Skills:

  • Strong analytical, leadership and interpersonal skills; demonstrated ability to lead and work effectively in team situations
  • Strong interpersonal skills and positive professional attitude
  • Ability to represent the project in a professional manner at all times
  • Excellent written and communication skills in English language
  •  Skills in MS Windows and MS Office packages (Excel, Word, PowerPoint), Accounting system
