CCRDA/CGPP would like to invite applicants for the following position.

The Consortium of Christian Relief and Development Associations (CCRDA) and the CORE Group Partners Project (CGPP) support and coordinate efforts of PVO`s /NGO`s operating in Ethiopia on polio eradication, routine immunization, Community Based Disease Surveillance and Global Health Security initiatives. The Global Health Security project is being implemented in Oromia, Benshangul Gumuz, Gambella, Somali, Southwest Ethiopia and Southern Ethiopia regional states.

Job Summary:

GHS Advisor is a dynamic role overseeing the implementation of the Global Health Security (GHS) Project, with a primary focus on Zoonotic disease surveillance and response, one health platform coordination, and outbreak investigation and response activities. The Program Advisor’s responsibilities encompass appraising partners’ projects, preparing annual work plans, liaising the CGPP with the Ministry of Agriculture, EPHI and other one health stakeholders, delivering comprehensive training sessions, leading, mentoring, and monitoring project activities. The role extends to thorough evaluation of project performance, ensuring timely reporting, and proficiency in data collection and analysis. Additionally, providing crucial support for project implementing partners at the grassroots level is a key aspect of this position.

 Specific Duties and Responsibilities:

This comprehensive role requires strategic thinking, financial acumen, project management expertise, technical proficiency, and a commitment to enhancing health outcomes.

Project Planning:

  • Lead the annual project planning process and conduct periodic reviews of project activities implementation.
  • Prepare and submit comprehensive work plans, both annual and quarterly, and ensure effective implementation.
  • Advise and update CGPP Ethiopia to align strategically with Rabies, Anthrax, and Brucellosis prevention, control, and elimination strategies.

Documentation and Research Development:

  • Initiate and participate in the development of project proposals.
  • Participate in operational research, develop articles, disseminate findings at national/international conferences, and publish in reputable journals.
  • Contribute to the development and distribution of relevant Information, Education, Communication/Behavior Change Communication (IEC/BCC) materials and documents.
  • Contribute articles for CGPP quarterly newsletters and journal clubs.
  • Review and document different project-related written documents before they become official.

Representation and networking:

  • Represent CGPP Ethiopia in USAID IPs review and other meetings.
  • Attend and represent at the national One Health Steering Committee (NOHSC) meeting and other technical working when required.
  • Attend surveillance and EPI review meetings at regional, zonal, and woreda levels.
  • Follow up on the establishment of woreda and community-level One Health task forces.
  • Facilitate cross-border meetings and attend periodic cross-border review meetings.
  • Undertake any other duty requested by the CGPP Ethiopia Director.

Financial Oversight:

  • Allocate budget distributions for partners and diligently monitor budget utilization.
  • Manage desk reviews, pre-funding assessment visits, and appraisal of projects.
  • Discuss and decide with partners to determine fund requirements and budgetary limitations for any required modifications.

Project Implementation Monitoring and reporting:

  • Conduct regular follow-ups on the implementation status of project activities and budget utilization.
  • Facilitate and ensure the timely release of approved funds to partner organizations.
  • Prepare, revise, and present updated information related to Rabies, Anthrax, Brucellosis, Rift Valley Fever, and HPIA to CGPP Ethiopia.
  • Maintain databases for data analysis in the assigned supervision area.
  • Provide backstopping services to enhance the capacities of partner organizations and woreda human and animal health offices.
  • Conduct planned joint supportive supervision sessions and backstopping services in the project areas, providing comprehensive oral and written feedback at all levels.
  • Provide technical support to woreda animal health offices and health facilities on Zoonotic disease surveillance and response.
  • Attend community-level review meetings, providing necessary support such as documentation, reporting, refresher courses, etc.
  • Provide timely feedback on reports for partner organizations.
  • Prepare GHSA periodic narrative reports and submit to CGPP Director and USAID.

Job Requirements

 Preferred Qualifications/Experiences:

  •  Post Graduate Degree in Veterinary Public Health, Public Health, Animal Health, Preventive Medicine, and Related Biomedical Disciplines. A degree in Veterinary Medicine is highly preferred.
  • At least 7 years addressing animal and human health threats with at least 3 years in a managerial or leadership position (with practical experience in preparedness and response planning and systems)
  • Good knowledge of One Health Concepts, GHSA, the World Organization for Animal Health (WOAH) performance of veterinary pathway, and International Health Regulations – 2005 principles.
  • Demonstrated experience in applying One Health approaches to address community-Ethiopia-based disease challenges.
  • Strong understanding of Ethiopia One Health Steering Committee and One Health coordination mechanisms at any level.
  • Experience with public health programs in developing country context supported by bilateral agencies such as USAID, CDC and International agencies such as FAO-ECTAD, WOAH, and WHO preferred.
  • Strong interpersonal and communication skills; ability in consensus building and constructively leading a team.
  • Possession of analytical, problem-solving, and strategic planning skills
  • Excellent interpersonal, organizational, and written/verbal communication skills, including in cross-cultural settings.
  • Previous experience working in a consortium and a team player with the demonstrated professional maturity to work with a multi-sector team to deliver combined results.
  • Proficiency in data management software and MS Office
  • Fluency in English and ability to speak other main Ethiopian languages.
  • Excellent analytical skills with the ability to detect and report inconsistencies.
  • Excellent organizational skills with great attention to detail
  • Ethical conduct following recognized professional and organizational codes of ethics.
  • Proactive, resourceful, solution-oriented, and results-oriented
  • Ability to work collaboratively.
  • Familiarity with relevant donors’ regulations is a plus.
