MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment. Médecins du Monde is operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.

 

Ethiopia grapples with multifaceted challenges arising from inter-communal and regional conflicts, drought, and famine, leading to protracted crises and recurrent humanitarian situations. This dire scenario has left millions displaced and vulnerable to various shocks, particularly in the northern regions of Afar, Amhara, and Tigray. The 2 years civil war in Tigray has left nearly 1 million internally displaced persons (IDPs), with pervasive food insecurity and malnutrition, alongside dysfunctional public infrastructure, and services due to resource limitations. The Afar region faces severe drought, with a heightened prevalence of malnutrition and famine-like conditions, compelling millions, especially women and children, to migrate, facing elevated risks to health, malnutrition, and gender-based violence (GBV). In response, MdM is currently executing four humanitarian responses in the Afar and Tigray regions, funded by diverse donors. Simultaneously, a long-term development harm-reduction project is underway, focusing on the well-being and rights of female sex workers. MdM, cognizant of the imperative for localized support, collaborates with various local NGOs for both humanitarian and developmental interventions. The mission of MdM in Ethiopia envisions maintaining the same intervention strategy in 2024, with an expanded humanitarian response in the Amhara region.

Employment Term:  6 months contract with possibility of extension

 Main Responsibilities

The Medical Coordinator is responsible for the implementation of quality services in the MISSION. The HC manages the operational and technical aspects of the implementation of the full package of medical services (Primary Health Care, Nutrition, GBV, MHPSS) in the different operational sites. She/He has the responsibility of the quality of the service delivery.

The Medical Coordinator position at MdM-FR Ethiopia Mission involves overseeing the development, implementation, follow-up, and supervision of medical and health-related activities. This includes managing consortium partners when MdM is the lead. The key responsibilities of the role are as follows:

Overall Responsibility:

  • Contribute to planning and strategic direction of mission programs.
  • Serve as the program focal point for program and proposal development.
  • Support MdM FR advocacy strategies in line with global positioning and national policies.
  • Provide technical support on health program issues and material development.
  • Ensure effective monitoring and evaluation of health programs.
  • Maintain medical quality through capacity building of staff and partners.
  • Represent MdM by liaising with national authorities, donors, and other stakeholders.

Team Management:

  • Directly manage Addis-based medical program teams and technically manage field-based teams.
  • Conduct briefings, evaluations, and debriefings of medical teams.
  • Identify and address potential gaps in team capacity.
  • Develop, review, and update job profiles of program staff.
  • Coordinate regular meetings and debriefings with program officers/medical teams.
  • Assist partners in identifying training and capacity-building needs.
  • Participate in recruitment of medical staff.

Programme Support:

  • Monitor and supervise medical activities of MdM projects through field visits.
  • Ensure program components align with population needs and propose modifications as needed.
  • port field teams in analyzing health data and reporting.
  • Provide guidelines and tools for medical teams in line with national standards.
  • Monitor implementation of medical activities by partners.
  • Produce monthly Medical Coordination Reports on project status and recommendations.
  • Maintain regular collaboration with the Health Advisor at HQ for technical support

Reporting:

  • Analyze and monitor medical data, providing feedback and support to field teams.
  • Contribute to situational reports and reports sent to headquarters.
  • Assist in updating internal MdM databases and relevant monitoring tools.
  • Prepare TORs and field visit reports.
  • Lead and participate in writing donor reports and project development materials.

Coordination with Health Organizations:

  • Participate in relevant meetings and clusters related to programs and MdM strategies.
  • Facilitate submission of health/nutrition reports to relevant clusters/authorities.
  • Build collaboration with stakeholders in the health sector and sub-clusters.

Pharmacy Management:

  • Ensure updated Standard Essential Drug Lists per project.
  • Manage pharmacy operations in collaboration with the Mission Pharmacist.
  • Plan and supervise Medical Requests for essential drugs and supplies.
  • Ensure pharmacy management aligns with MdM policy and support personnel involved.

Budget and Financial Management:

  • As a budget holder, plan, forecast, spend, and reallocate budget as needed.
  • Collaborate with supervisors and Finance Coordinator for budget reallocations.

Staff Care

In close collaboration with MdM Administrative Coordinator, review and update the guidelines for staff health, including updated assessment of referral health facilities, identification of health structures for staff referrals,

In coordination with Mission pharmacist ensure availability of emergency kits and first aid kit at all base and coordination,

Based on the updated MdM health staff guidelines, ensure that SOP for the management of occupational Accidental Exposure to Blood (AEB) is in place and well understood by MdM staff

Due to the dynamic nature of MdM activities, the duties and schedule may vary temporarily.

The Medical Coordinator directly supervises the deputy medical coordinator and mission pharmacist and technically supervises Program Managers or Coordinators.

Job Requirements

Background of the candidate
Educational Qualification
  • Medical Doctor, Public Health professional, Nurse, midwife and related disciplines. Master’s degree in public health is an added value.

Skills required:

  •  5 Years Experience with an international NGO working in emergency contexts, managing programmes, within the health sector.
  •  2 years of experience in managing emergency response program.
  • Previous experience of project planning and budget holding; proposal and report writing.
  • Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives, and indicators etc.).
  • Strong leadership skills and a supportive management style (experience managing national and expatriate staff).
  • Diplomacy, negotiation, and networking skills.

Personal skills required:

  • Reactivity, anticipation, adaptability, capacity to take initiatives
  • Strong problem solving and organisational skills in day to day and crisis situations
  • Ability to classify and to manage priorities
  • Listening and diplomacy skills
  • Ability to work with people, good judgment, and commitment to Agency mission and programming standards.
  • Experience in management/implementation of international programs, preferably of humanitarian relief/transition operations.
  • Demonstrated ability to transfer knowledge through formal and informal training
  • Team spirit
  • Capacity to work and to live in tense conditions (proximity to an armed conflict, unstable situation for NGOs )

Personal Skills

  • Good working experience and knowledge in Microsoft Word, Excel and Power-Point
  • Flexibility, reactivity, anticipation, adaptability.

Languages

  • Fluent in English language (speaking and writing) is mandatory.
  • Amharic, Afar and Afan Oromo language is an asset.
