Position:                                 NRM Officer

Duty Station:                        Wayu Tuka (East Wollega Zone, Oromia region) 

Duration of Contract:         One-year contract, Renewable (with 60 working days probation period)

 Job Summary

Responsible for the overall coordination, planning, implementation, monitoring, and reporting of the NRM and environment activities of the Nature Positive Food Systems (NPFS) project being implement in Wayu Tuka Woreda. He/She is responsible to promote community-based watershed development approach in the landscape of the project activity implement. He/She is responsible to provide technical backstopping to community development workers (CDWs), community volunteer layout technicians and Soil and Water Conservation (SWC) supervisor/foreman.

Principal Responsibilities

Key Result #1. Planning activities    

1.     Involve in planning, implementation, budget management and reporting of natural resource management (NRM) components;

2.     Prepare a quarterly procurement plan and timely request the purchase of materials.

3.     Provide technical advice to the project manager in the area of NRM and environment activities during planning;

4.     Prepare quality progress reports (monthly, quarterly and annual) and submit AP manager on the due date;

5.     Keep copies of all records regarding to payment and attendance lists related to NRM activities;

6.     Gather and document project ideas related to NRM and environment and feed into the organizational planning processes.

Key Result #2 Program Implementation

1.     Ensure that NRM and environment activities implemented as per the nature+ design document annul plan;

2.     Ensure that all the community development workers and other community volunteers involved on the NRM activities are clearly aware the objectives of the NRM and environment sector;

3.     Prepare clear working procedure and guidelines to implement the NRM and environment activities;

4.     Train selected community volunteer SWC structures layout technician and SWC activity supervisors on NRM structures construction before the actual SWC structures construction started;

5.     Supervise the proper use of tools, equipment and materials purchased by the project for the construction of SWC structures;

6.     If any damage on resources and or theft/corrupt cases happen, he/she is responsible to immediately submit a written report to the project office for action;

7.     Ensure community-based watershed management approach is properly implemented;

8.     Ensure gender, youth and social accountability activities are mainstreamed with NRM components in consultation with gender officer.

Result #3 – Capacity Building Activities      

1.     Identify capacity gaps of CDWs and community volunteer SWC structures layout technician and SWC activity supervisors and fill the gaps as deemed necessary;

2.     Make sure that community volunteer SWC structures layout technician and SWC activity supervisors internalized the activities and work in adherence to the rules, regulations and procedures set in it;

3.     Provides on the job training and technical backstopping to community volunteer SWC structures layout technician and SWC activity supervisors.

Key Result #4 – Monitoring, Evaluation and Reporting    

1.     Based on the annual activity and budget plan, make regular field visit to beneficiary households and furnish monitoring reports to the AP manager for timely decision making;

2.     Prepare case studies, most significant stories and best practices on NRM activities and submit to the AP Manager and the West Region M&E Coordinator for documentation;

3.     Keep proper documentation of project proposals, periodic reports, agreements and other documents related to NRM, on soft copy and hard copy;

4.     Participate in project end line evaluation.

Key Result #5- Networking

1.     Create linkage with other NGOs, relevant government agencies and the private sectors.

Create close working relationships with woreda, kebele and community task forces and assist them in the process of setting up criteria for targeting and planning of activities at all levels.

⮚ Refrain from any comments or gestures that indicate prejudicial views of female staff, especially female supervisors.

⮚ In each Project and Head Office, ask women staff what changes would make it more “gender-friendly”, organization and implement the recommendations

Safety & Security Responsibility

⮚   Each FHE staff member should adhere to all pertinent policies concerning safety and security policy of FH. Lapses in safe conduct can jeopardize the health and welfare of all staff.

⮚ Every FHE staff member has an obligation to learn and understand the security situation where they are located.

⮚ Each FHE staff member should adhere to all pertinent policies concerning safety and security.  This includes, but not limited to, personal safety, road safety, etc.

⮚  Has a responsibility to become familiar to social, cultural and other associated features of their duty stations;

⮚  Abstain from inappropriate or offensive behavior that can put FHE in a difficult position, impair operations, and jeopardize the health and welfare of all staff of FHE.

⮚ All FHE staff should promotes safe conducts and exercises caution in all work activities; staff should accountable for own personal and professional actions and conduct;

Experience

⮚ 3 years related experience in a relevant position Preferably in INGO Setting

Education/Certifications

⮚ BSc in Natural Resource Management or relevant field of study.

Distinguishing Competencies

⮚ Strong computer skill and knowledge in the area of MS word, MS Excel, MS Access, PowerPoint and email communication.

⮚ High level of initiative taking.

Language

⮚ Proficiency in both spoken and written English. Ability to write reports and Afan Oromo language.

Supervisory Responsibility

⮚ Community development worker.
