Organizational Background

The Health, Development and Anti-Malaria Association (HDAMA) is a civil society organization established on August 23, 1998, by volunteers deeply concerned about the rising burden of malaria in Ethiopia. HDAMA will implement a community based malaria surveillance initiative along development corridors as part of the USAID-funded Health Security Activity (HSA), in partnership with Project HOPE Ethiopia.

This five-year initiative aims to detect malaria cases early, reduce the impact of malaria outbreaks in the Amhara, Afar, and Tigray Regional States by strengthening community based surveillance, diagnostic capacity, and workforce development at developmental corridors

Position Overview

The Regional HSA Officer will play a critical role in coordinating and implementing community based malaria surveillance activities within their designated region at developmental corridors. This position involves working closely with regional health bureaus, public health institutes, local partners, and surveillance teams to improve early malaria case detection, testing, and treatment, particularly along developmental corridors.

Key Responsibilities

  • Program Planning & Implementation
    • Lead the development and implementation of regional community based malaria surveillance strategies.
    • Establish or reactivate Technical Working Groups (TWGs) for surveillance coordination.
    • Ensure the formation and effective operation of multi sectoral Community-Based Surveillance (CBS) committees at the kebele level.
  • Technical Support & Capacity Building
    • Provide ongoing technical guidance to surveillance officers, TWGs, teams, and partners at regional and woreda levels.
    • Develop and facilitate comprehensive training programs, including Training of Trainers (ToT) sessions, to build local capacity.
    • Support the revision and updating of national Community and Event-Based Surveillance (CEBS) guidelines.
  • Digital Surveillance & Data Management
    • Oversee the introduction and use of digital surveillance tools for real time data collection and reporting.
    • Ensure effective training and utilization of these tools by health workers and CBS committees.
    • Analyze surveillance data to identify trends, detect outbreaks, and recommend interventions.
    • Maintain data integrity and confidentiality in line with HDAMA, USAID, and national standards.
  • Monitoring, Reporting & Stakeholder Engagement
    • Coordinate with regional health authorities to align surveillance efforts with local health priorities.
    • Prepare and submit accurate and timely reports to the National HSA Coordinator and relevant stakeholders.
    • Organize and facilitate workshops and seminars to share best practices, innovations, and lessons learned.
  • Other Duties
    • Perform any additional tasks assigned by the National HSA Coordinator to support the achievement of project objectives.

About You

Qualifications & Requirements

  • MPH in Field epidemiology, Epidemiology, general public health or related field
  • Minimum of 6 years of progressively responsible experience in malaria surveillance
  • Strong technical expertise in community-based surveillance systems.
  • Proven experience with digital health tools and data analysis.
  • Excellent leadership, strategic planning, and interpersonal communication skills.
  • Demonstrated ability to work collaboratively with government agencies, community structures, and international partners.
  • Fluency in English and local language is required.
  • Understanding the project areas and having experience in community and stakeholder mobilization are essential.
  • Strong networking and partnership-building skills are also crucial.
