Job Summary

Under the general direction and supervision of the Regional Branch Head, the Senior Pre-hospital and emergency care expert follows up first-aid and ambulance service intervention activities of the Branch in accordance with the policies and procedures in place; expedites and facilitates the procurement process and distribution of ambulances to branches; handles issues the branches refer to the National Secretariat on matters of first-aid and ambulance service; follows up the production and distribution of first-aid kits; administers training of trainers to volunteers and pertinent personnel of the branch on first-aid and ambulance service; registers and follows up the administration of ambulances in the branch office; facilitates the preparation and submission of progress reports for first-aid and ambulance service activities.

Duty and responsibilities

  • Plans, prepares budget, directs, coordinates and controls the overall pre hospital emergency medical service activities of the Branch;
  • Initiate and participate on policies and procedures formulation that enable to effectively and efficiently carry out first-aid and ambulance services of the Society in a standardized and consistent manner;
  • Coordinates first-aid and ambulance service intervention needs assessment activities of the branch in accordance with the policies and procedures in place by the Society;
  • Follows up and ensures that financial commitments of funding agents timely released and expended as per commitments.
  • Facilitates the preparation and submission of project/program progress reports to concerned work unit timely and as per commitment;
  • Tackles problems and handles issues referred to him/her from first-aid and ambulance service program/project implementing zonal branches and staffs.
  • Establish command and control systems of ambulances and integrates them with operational level stations and branch emergency operation center to ensure the coordinated management of ambulances vehicles;
  • Assess Ambulance station dispatch center capabilities, and develop capacity building strategy and enhance the capacity of dispatching centers through tailored training, pre arrival instructions and protocols, and alternate dispatch capabilities for services provision at all levels.
  • Facilitates education, training, skill expansion of pre hospital emergency medical service practitioners to enhance medical supervision, and quality improvement; transport times, and referrals.
  • Ensures that accomplishments of the program are kept recorded, timely communicated and the database thereof properly established and managed in all levels;
  • Maps all the branch ambulances, register the data in the system, closely follow-up the status of ambulance vehicles in coordination with zonal branches and ensure the smooth pre hospital emergency medical services provision;
  • Introduce the technology supported ambulance vehicles fleet management system (GPS tracing system, VHS/digital radio communication system) and others
  • Provides coordination/supportive supervision of pre hospital emergency medical services activities of the branch and facilitates trainings for volunteers and staff, provides technical assistance for zonal branches, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and accurate completion of duties with in the agreed time frame.
  • Monitor the implementation of pre hospital emergency medical service of the branch and report their status to the regional branch head to take timely action and submission to relevant stakeholders;
  • Ensures that pre hospital emergency medical service activities like First Aid & Ambulance service of the branch are responsive to the needs of the vulnerable and in accordance with relevant policies, standards and procedures;
  • Coordinates training of trainers to volunteers and pertinent personnel of the regional branch and zonal branches on first-aid and ambulance service;
  • Review collected quarterly, bi-annual and annual progress reports on the activities first-aid and ambulance service of zonal branches and submitted to concerned work unit.
  • Create conducive working atmosphere for volunteers and develop team synergy;
  • Performs other related duties and responsibilities of the pre hospital emergency medical service activities as assigned by the Regional Branch Head.

Salary : 28,416.00(Twenty Eight Thousands Four Hundred Sixteen Birr only)

About You

Educational Qualification:

  • Second/First Degree of Public Health/ Environmental Health/ Environmental Science/ Sanitary Science/ Social Work/ Sociology/ Social Anthropology or in any other relevant field of Social Science / studies

Experience:

  • 6/8 years related work experience.

Other skills & Competencies

  • Training: have a knowledge of all local and state laws regarding the regulation of Pre-hospital emergency medical care services.
  • Strong leadership and both written and verbal communication skills is also needed to meet the goals and objectives of this job.
