Job Description

Development for Peace Organization (DPO) is an Ethiopian civil society organization established in 2020 with a mission of striving to meet the humanitarian and developmental needs of societies regardless of race, color, religion or cultural background. The organization is legally registered to work in Ethiopia (Reg. 5164), South Sudan (Reg. 4178), Kenya (OP.218/051/22-400/12732 and Somalia (Reg. NGOD/Moifar0422/022); it is also processing its registration in Yemen.
Job summary:
As the Regional assistant coordinator for Development for Peace Organization’s project in refugee camps, he/she will spearhead comprehensive need assessments, facilitate communication, build partnerships, and ensure stakeholder coordination within the designated region.
His/her primary focus will be supporting the planning, implementation, and monitoring of humanitarian and development programs in refugee communities.
This role demands adept interpersonal skills, strategic thinking, and an unwavering commitment to fostering collaboration and mutual understanding among diverse stakeholders.
Roles and Responsibility
The purpose of the Shelter officer position is to facilitate the initiation, implementation and supervision of the new Shelter and ES NFI project activities in West Wollega as requested.  The Shelter & ES/NFI officer will also support on assessment of Shelter & NFI and maintenance works within the IDP camps and host communities.
This is a non-roving position that will primarily be based in West Wollega Zone, the Project Site Woredas.
Generic Responsibility
The essential functions of this position include, but are not limited to:
  • Adherence to DPO policies, guidance and procedures.
  • Line managing Shelter Project assistants and other project staffs.
  • Coordinate and communicate with camp level partners and IDP representatives and local administration during work execution in IDP camps and Host communities.
  • Ensure standard of constructions are maintained as per SPHERE and Shelter Cluster standards.
  • Prepare and develop weekly, bi-weekly, monthly and quarterly status reports as required by management.
  • Implement Shelter & NFI SoPs and ensure high technical quality of projects.
  • Contribute to the development Shelter project strategies; participate in the development of relevant CC projects.
  • Promote and share ideas for improvement of the Shelter Program
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Promote the rights of IDPs in line with the advocacy strategy.

Specific Responsibility

  • Prepare and verify shelter design BOQ and specification for new projects and submit on time
  • Regularly travel to the field to initiate, implement and supervisor the shelter activities.
  • Participate in site selection for new shelter constructions and in assessing shelters for maintenance.
  • Check that payments for executed construction works are prepared and paid accordingly
  • Coordinate with other shelter team and other IPs for final quality work checking and approval
  • Ensure close follow up and supervision of out sourced constructions
  • Ensure quality construction materials are delivered as per the specification given during purchase requisition
  • Follow up and check quality of constructions undergoing are maintained
  • Coordinate with Education team to ensure on time delivery of constructions and fulfil requirements of school standards
  • Ensure Cost, requisition and administer Working Advances, including construction teams’ payments, field-based resource person’s payments and activity participants’ payments are in compliance with DPO policy.
  • Support beneficiary trainings as required by the project objectives.
  • Organize and implement distributions of NFIs to the beneficiaries.
  • Promote and share ideas for technical improvement.
  • Provide support to any construction or maintenance activities and assessments for DPO Nogob and surrounding host community in line with DPO quality standards.
  • Implement any other task relevant to the position as requested by the line manager.

Job Requirements

Generic professional competencies:

  • A university degree in Civil Engineering, Architecture, Construction Management, Water Supply/Resources Engineering or Related field.
  • Minimum of three years practical experience in construction supervision/follow up with Humanitarian Organization or NGOs’ working in complex and volatile contexts
  • Knowledge of the operating context in Western Oromia Region.
  • Knowledge of the local languages is mandatory.
  • Experience in use of design software’s like AutoCAD or CIVIL3D, and statistical packages.
  • Knowledge and experience of the application of SPHERE Experience from working in a humanitarian/recovery context
  • Ability to priorities responsibilities, carry out multiple tasks simultaneously, and meet deadlines
  • Ability to work independently whenever required
  • Documented results related to the position’s responsibilities
  • Good knowledge of English-Writing and speaking

  • Very good at computer skill- Microsoft Office (Word, Excel, Power Point and e-mail),
