External Project Proposal Assessors

Background

CSSP2 is a capacity development programme funded by the FCDO, Irish Aid, Embassy of Sweden and Norway, managed by the British Council in consortium with PACT UK and SDD. The programme aims to contribute to inclusive and accountable governance for better equitable and inclusive access to services; and an improving environment for the promotion and protection of the human rights of all. The program continued its commitment to deepen and scale up its achievement from the implementation of the last three and half years. Granting, Capacity Development and Engagement remain the core strategies of the programme that mainstream key cross cutting strategies including gender equality and social inclusion (GESI), Safeguarding and Monitoring, Evaluation and Learning. Moreover, using Regional Hubs as a basic programme delivery unit, working on Human Rights-Based Approach, and investing on coalitions for collective impact initiatives are also the key strategies and approaches used for successful, effective and efficient implementation.

Objectives of the procurement

The procurement of external service providers will enable CSSP2 to accomplish the task within the specified time period, and thus avoid delays for signing of the agreement with CSOs. This note therefore provides a brief overview of the selection process undertaken to identify suitable external project proposal assessors.

Role and Specific Tasks of Assessors

  • The external assessors will have the following roles and specific tasks.
  • Take part in meetings and/or introductory orientation session organised by the CSSP2 management for the execution of the assignment.
  • Thoroughly read the guidelines for assessment together with evaluation criteria and other programme documents to be shared at the beginning of the task.
  • Undertake objective assessment of proposals submitted by CSOs in line with the guidelines for applicants, including the published evaluation grids/criteria.
  • The assessors will be provided with proposals submitted by CSOs that pass administrative and eligibility screening by CSSP2 team. The administrative and eligibility screening will be recorded and documented.
  • Each proposal will be assessed by two assessors working independently of each other.

 

Job Requirements

Education

  • A minimum of master’s/first degree in development economics, development studies, social sciences or related discipline.
  • A thorough knowledge of civil society related issues, with particular emphasis on the context of civil society in Ethiopia.

Experience

  • Experience in development programmes and projects at different levels (national, regional, sub-regional) and capacity development issues facing civil society in Ethiopia.
  • An in-depth knowledge of CSSP2’s Strategic Themes covered by the current Call-more specifically, the thematic area candidates are applying for- will be required.
  • Applicants should indicate the specific theme among the threes CSSP2 strategic themes on which they have more expertise and in-depth knowledge in their application so that applicants will be clustered by theme and evaluated accordingly.
