Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

The DevOps Engineer will be responsible for the development, validation and release of project software, bridging the gap that exists between software development, testing and operations teams and coordinate the deployment of product updates, identifying production issues and implementing integrations.

Responsibilities:

Specific responsibilities of the DevOps Engineer will include, but is not limited to the following:

●        Coordinate efforts to work with Product Owners, Business Analysts and other project staff to understand and analyze user requirements.

●        Work with software engineers to implement requested integrations, deploy updates and fixes to systems.

●        Work with the lead of DevOps team in the designing, developing, and testing of software that meet user requirements.

●        Automate infrastructure ensuring projects are scalable, resilient, and reliable

●        Forecast hardware requirements and provision new systems and/or subsystems

●        Improve service reliability through root cause analysis and using code to prevent or respond to problem recurrence

●        Maintain services once they are live by measuring and monitoring availability, latency and overall system health

●        Respond to infrastructure incidents and support the larger technology team with their incident response strategy

●        Build and improve tools for building, deploying, monitoring and managing our systems

●        Configure, administer, monitor and support systems; profile and tune critical systems to maximize performance

●        Assist with the automation and streamlining of operations and processes.

●        Document and demonstrate solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.

●        Write well designed, testable and efficient codes and integrate software components into a fully functional software system.

●        Document code consistently throughout the development process by listing a description of the program, special instructions, and any changes made in database tables on procedural, modular and database level.

●        Respond promptly and professionally to bug reports.

●        Tailor and deploy software tools, processes and metrics.

●        Serve as a subject matter expert.

●        Provide expert advice to the project team to execute user requirements from stand-point of complying with project plans and industry standards.

●        Prepare and install solutions by determining and designing system specifications, standards, and programming.

●        Provide timely reports to the Infrastructure Advisor on activity status and issues.

●        Occasional travel to user sites to assess product and project performance.

●        Supervise other MIS staff supporting software development and/or implementation.

●        Responsible for implementing JSI’s Accountability Framework and Code of Conduct, and adhering to JSI’s polices on fraud management.

●        Perform other duties as assigned.

Job Requirements

Qualifications:

Applicants for this position should possess the following qualifications:

●        Bachelor’s degree in relevant discipline (Software Engineering, Computer Science, etc) is required

●        Minimum four years of experience working in software engineering is required. Hands-on experience in designing interactive applications is a plus.

●        Minimum of two years’ experience in:

o    in Site Reliability Engineer or DevOps Engineer or similar role

o    Linux internals, administration, and networking

o   performance tuning Linux based DB systems (PostgreSQL, Oracle, or equivalent)

o   building and maintaining CI/CD pipelines

o    infrastructure and engineering

●        Hands on experience working on CommCare deployment, maintenance and configuration is required.

●        Ability to design and develop SSIS packages and develop software in C# is required.

●        Familiarity with software development methodology and release processes is required.

●        Knowledge of database designs such as star and snowflake schemas is required.

●        Experience with test-driven development and distributed version control is preferable.

●        Must have a solid background in software engineering; Good knowledge of Perl/Python/Groovy/Java/Bash is required.

●        Hands-on experience with configuring and managing data sources like MySQL, Mongo, Elasticsearch, Redis, Cassandra, Hadoop, etc is required.

●        Must have deep knowledge of Relational Databases, SQL and ORM technologies (e.g. doodads, Entity Framework).

●        Knowledge on working with web frameworks and language (Angularjs, JavaScript, jQuery) is required.

●        Good knowledge on Linux servers and cloud infrastructures.

●        Has experience with modern software development (Continuous Integration/Deployment and automation).

●        Has experience with Docker, Kubernetes, jenkins and other devops tool chains is a plus.

●        Mastery in software engineering tools, especially working on the process of software development using agile methodology is a plus.

●        Strong project management and time management skills must be highly organized and detail-oriented.

●        Strong ability to think creatively and strategically.

●        Excellent written and verbal English; proficiency in Amharic.

●        Previous work experience with USAID-funded projects is desirable.

●        Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work.

Familiarity with:

●        Open-source databases like CouchDB

●        Open-source analytics solutions like Elasticsearch

●        Monitoring tools, particularly Redis

●        Open-source message-broker software like RabbitMQ

●        Other NoSQL databases

●        Open-source stream-processing software platform, specifically Kafka

●        Container orchestration

●        Experience supporting large-scale web, mobile and server applications in production

●        Experience with version control tools like GITare an advantage.
