Duty station:                Addis Ababa with 80% travel to the fields

Duration and type of contract:            One Year

Role and responsibilities

The HR Coordinator is responsible for the coordination of HR matters in NRC Ethiopia. The position is a roving position, which is, covered all NRC location.

Generic responsibilities

The responsibilities depend to some degree on the existing organizational chart of the Country Office and the size and complexity of the operations.  If these responsibilities are not reflecting the reality of the field operations, the COs can adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work- and Professional Development Plan and not be included in the JD.

  • Implement NRC’s HR systems and procedures at area level
  • Ensure adherence to NRC policies and the National labor law in all processes and procedures
  • Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
  • Train and develop HR team at area level
  • Coordinate with relevant partners, suppliers, authorities, lawyers etc.
  • Prepare and submit periodic reports as appropriate
  • Train and support line managers in HR processes
  • Advice in personnel conflicts/processes when relevant
  • Ensure that staff records in all offices in the area are up to date and filed appropriately
  • Ensure accuracy of staff salaries at country level or prepare staff salaries
  • Perform other tasks assigned by supervisor

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

  •  Handle all the emergency and other recruitments at Addis and area level
  • Supervise, train and give technical support HR team at area level
  • Follow on staff grievances and disciplinary cases and ensure the cases are concluded in accordance with NRC guidelines and settled on time.
  • Carry out annual performance plans and reviews with the subordinate staff and provide comments and recommendations for actions.
  • Coordinate and work with the lawyer on legal related matters and get updates on new laws and legislations.
  • Ensure reporting, documenting and payment of staff benefits, social security, taxes etc are done on time.
  • Prepare Incentive staff payroll for the urban project in Addis as per the NRC incentive policy and procedure of NRC
  • Prepare casual and intern staff payroll as per the policy and procedure of NRC
  • Implement and train staff in NRC’s HR policies and procedures at the office
  • Implement NRC terms and conditions of service, policies and procedures.
  • Take the lead in coordinating, facilitating and tracking trainings given to NRC Ethiopia staff
  • Work together with the HR Manager on development and review of policies and procedures; revision of national staff ToEs
  • Focal person for staff care and duty of care.
  • Maintain and keep track of leave records and balances.
  • Perform other tasks assigned by supervisor

Job Requirements

Generic professional competencies for this position:

  • Experience from working as a HR Coordinator in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own manager skills/profile
  • Fluency in English, both written and verbal

 Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Example: Knowledge of the context in Ethiopia
  • Example: Knowledge of the local language– if different than English
  • Example: Experience with start-up, exit or similar
