Job Summary

The PBF Data Focal Person must have some experience and up-to-date knowledge and skills in M&E and MIS for health systems and healthcare provision. S/he must be familiar with the HMIS data context and working with health facilities. S/he must have experience in data management, analysis, reporting and use. S/he should have experience with performance-based financing (PBF) programs or other health financing/economics programs.

Responsibilities and Duties

Quality and integrity of data collection

  • Monitoring the quality of program data during data collection and encoding into the database.
  • Verify the quality of PBF subsidies invoices due for payment and ensure that proper feedback is given to field officers.
  • Providing technical support to field officers to ensure data integrity in data collection, and standard reporting.
  •  Provide technical support in the implementation of data quality, management and analysis plans for PBF programs.

Data Management

  • Analyse and troubleshoots PBF data system user issues to implement a resolution or escalate the case as appropriate.
  • Scripting PBF data collection forms in ODK for mobile data collection and the subsequent monitoring of data.
  •  Lead the processes for data cleaning.

Data Analysis and Reporting

  • Produce analysis for ad-hoc and regular program reports.
  • Support the team in disseminating institutional learning through presentations, reports and publications.
  • Interpret data and provide recommendations based on findings from the analyzed datasets.
  •  Updating the program results for donor reporting every quarter.

Capacity Building

  • Provides ongoing training and technical assistance to PBF data system users via email, phone, webcast, and on site as appropriate.
  • Facilitate performance review meetings with program staff to enable the teams understand and use data.
  •  Identify data capacity gaps within staff and stakeholders and design appropriate capacity building plans to address the identified gaps

Job Requirements

Qualification, Skills and Knowledge

  1. University Degree, preferably in Statistics, Computer science, or related field
  2. Five years experience, two of which should be in health financing
  3. Training in DHIS2 customization and configuration
  4. Affinity with health data capturing and analysis
  5. Ability to pay attention to detail.
  6. Affinity with data software’s, including advanced MS Excel, Power point and Word knowledge
  7. Able to assure confidentiality.
  8. Ability to work effectively with diverse groups of people.
  9. Good working knowledge of English language

  1. Monthly data completeness and accuracy dashboard/report
  2. Quarterly data analysis/report
  3. Quarterly Results Framework
