1. Background
The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and re-registered with the Agency for Civil Society Organizations as an Ethiopian Development Civil Society Organization under Certificate № 0321, pursuant to Proclamation № 1113/2019.
ECDD works with partner organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs. Its vision a disability-inclusive Ethiopia, where persons with disabilities exercise their human rights and have access to mainstream services and opportunities on an equal basis with others. .
Currently, ECDD is implementing a project entitled “Ahead for Accessible, Inclusive, Equitable, and Affordable SRH and Essential Healthcare Services for Adolescents and Youth with Disabilities (AHEAD)” funded by the United Nations Population Fund (UNFPA). The project aims to ensure adolescents and youth, particularly those most vulnerable, are equipped with the skills and knowledge to make informed choices about their Sexual Reproductive Health and Rights (SRHR) within an enabling environment that promotes adolescent health and wellbeing.
As part of this initiative, ECDD focuses heavily on menstrual hygiene. The Ministry of Education (MoE), with support from UNICEF, previously produced a Menstrual Hygiene Management (MHM) training guideline in English, specifically tailored for training girls and youth with disabilities on making reusable sanitary pads.
To scale up this impact, maximize usability across various regions, and institutionalize the resource, ECDD (with funding from the UNFPA) is seeking a qualified consultant or firm. The objective is to translate this English manual into Amharic, adapt it into universally accessible formats, standardize and validate it in close collaboration with the Ministry of Health (MoH) for diverse training contexts, and ultimately print and distribute the finalized version.
2. General Objective
The primary objective of this assignment is to standardize, validate, translate into Amharic, and produce the MoE/UNICEF MHM reusable pad-making training manual in highly accessible formats, followed by mass printing and distribution to ensure effective SRH/MHH training delivery for girls and youth with disabilities.
3. Specific Objectives
The consultancy is expected to achieve the following specific targets:
- Review & Revision: Review the English MoE MHM guideline for its disability inclusion and make it disability inclusive
- Translation: Accurately translate the reviewed English MoE MHM training guideline into contextualized, easily understood Amharic language.
- Accessible Formatted Versions: Convert and format the manual into accessible digital and physical formats (e.g., Easy-to-Read formats, large print, Visual-friendly illustrations, simple and understandable language, screen-reader-friendly versions, or formats adaptable for braille/audio) and clear facilitation guidance for inclusive training sessions to cater to youth with diverse disability types.
- Validation: Facilitate a technical review and national validation workshop in close collaboration with the Ministry of Health (MoH) and the Ministry of Education (MoE) to standardize the manual for multi-level training programs.
- Final Clean Copy: Submit the final clean copy made ready (in Graphic Design) for printing.
4. Scope of Work
Duration of the Assignment (Revised for 20-Day Timeline)
Given the tight project schedule, the entire assignment from inception to the delivery of the final validated master copy must be completed within 20 calendar days from the date of contract signing.
The assignment will strictly adhere to the following fast-tracked schedule:
- Day 1–5 (Inception Phase): The consultant must submit a comprehensive Inception Report (detailing methodology, translation approach, and accessibility layout plan) within the first 5 days of contract signing.
- Day 4–15 (Drafting Phase): The consultant has 12 days to translate, format, and submit the complete First Draft of the 42-page accessible Amharic manual. This must be submitted by Day 15.
- Day 16–18 (Validation Phase): Conduct the technical review and stakeholder Validation Workshop with MoH, MoE, MHH technical group and other partners to gather final comments.
- Day 19–20 (Finalization & Delivery): Incorporate all feedback from the validation workshop, make final edits, and deliver the finalized, print-ready master copy of the manual to ECDD.
Note: While the manual spans 42 pages, it is heavily visual with pictures, step-by-step illustrations, and the written text is not densely confined. Therefore, this 12-day window is deemed fully sufficient for high-quality translation and layout formatting.
5. Methodology
- The consulting firm or individual is expected to propose a detailed methodology and work plan highlighting their step-by-step approach to translation, accessibility mapping, stakeholder engagement (specifically with MoH), validation workflow, and printing quality assurance.
6. Sources of Data / Reference Material
- The primary source material will be the original English MHM reusable pad-making manual produced by the Ministry of Education (MoE) with UNICEF support, alongside national MoH standard guidelines on Menstrual Hygiene Management/Health (MHH).
7. Formatting and Accessibility Standards
The consultant must ensure the adapted manual strictly follows disability-inclusive features:
- Clear layout with appropriate font sizes (minimum 14pt for standard, 18pt for large-print variations).
- Use of high-contrast visuals, inclusive illustrations, and clear step-by-step graphic layouts for making reusable pads.
- Simple, direct language formatting (Easy-to-Read principles) to accommodate youths with intellectual or learning disabilities.
8. Ethical Considerations
The entire production and standardization process must adhere to ethical standards, including:
- Respecting the dignity, representation, and rights of girls and youth with disabilities in all newly added imagery, illustrations, or case studies.
- Ensuring gender-sensitive and disability-inclusive language throughout the translation and adaptation.
- Obtaining proper authorization from line ministries (MoH/MoE) during the validation and standardization phases.
9. Key Deliverables
The consultant is expected to produce the following sequential deliverables:
- Inception Report: A detailed document detailing the translation methodology, accessibility design layout framework, validation plan, printing specifications, and comprehensive work plan.
- First Draft (Translated & Formatted Manual): The preliminary translated Amharic version is set up in the proposed accessible design layout for initial internal review by ECDD.
- Validation Workshop & Report: A successful validation event with MoH, MoE, and key actors, accompanied by a brief workshop report detailing agreed-upon changes.
- Finalized Master Copy: The final, standardized, and validated manual incorporating all validation feedback, Graphic Designed, submitted in print-ready PDF and editable Word formats.
Terms of Payment
- First payment: 30% upon signing of the contract and approval of the Inception Report.
- Second Payment: 30% upon submission of the first translated draft.
- Third payment: 40% upon completion of the validation workshop and submission of the print-ready, finalized master copy.
Required Qualifications and Expertise
The consultant or consulting firm should possess:
- Proven experience in professional translation (English to Amharic), publication design, or manual development—ideally within the health, education, or social sectors.
- A team lead or key technical experts with an undergraduate or postgraduate degree in Public Health, Gender Studies, Social Work, Special Needs Education, Linguistics, or related fields.
- Strong technical knowledge of Menstrual Hygiene Management/Health (MHH), Reusable sanitary pad making or Sexual Reproductive Health (SRH).
- Demonstrated expertise in disability inclusion and designing materials in accessible formats.
- Experience collaborating with Ethiopian government ministries, specifically the Ministry of Health (MoH) and the Ministry of Education (MoE).
- Valid professional license, VAT registration, and required legal documentation.

1. Technical Proposal
- Proposed methodology and approach, including accessibility design framework, standardization/validation plans, and printing quality assurance measures.
- Detailed work plan and timeframe for completion.
- Human resources and team composition (roles, responsibilities, and updated CVs).
- Profiles of relevant past work, specifically in translation, manual production, or disability-inclusive formats.
2. Financial Proposal
- Transparent budget breakdown with all costs required for successful completion (including translation, layout design, validation workshop hosting, and printing/distribution unit costs).
3. Supporting Documents
- Profile of the organization or a detailed CV of the individual professional.
- Renewed registration certificate, professional license, or work permit (Current fiscal year).
- Copies of VAT and TIN registration certificates.
- Educational background and credentials of key personnel.
- Bid documents, duly signed and stamped, enclosed in a sealed envelope.
